THE terrified rape victim of beast of the mountains' Larry Murphy has been told by the Government: "We can't keep him behind bars."
Justice Minister Dermot Ahern has written to the woman to confirm the sex monster WILL be freed early from his 14 year jail term.
The 43 year-old considered to be one of the most dangerous men in Ireland is legally entitled to shed a QUARTER of his sentence for good behaviour as he is a "model prisoner."
The courageous woman who helped have him locked away wrote to Minister Ahern in recent weeks to plead with him to keep the predator in jail for his full 14 year sentence.
She had a miracle escape after Murphy abducted her from a midlands town, raped her repeatedly in the Wicklow mountains, then tried to strangle and smother her in the boot of his car.
Fears
The attack raised fears that Murphy could be linked to several of Ireland's other unsolved missing women cases.
A Sunday World True Crime book, Predator, last month revealed that the carpenter is due for release in August 2010 and experts fear the women of Ireland will not be safe from the violent rapist.
The Sunday World has now learned that Murphy also tried to strangle a close relation of his own wife's after she spurned his advances. Prison sources also revealed that Murphy had hoped to get Temporary Release for Christmas this year.
"He knows the chances are slim now because of all the publicity, but he is still going to apply," a prison insider said.
Today we also reveal how the plans for a DNA database are being used by the Justice Department to try and reassure his victim.
Murphy was jailed before the Sex Offenders law was enacted but he will be monitored by a "risk management committee" and possibly have his DNA taken it is believed. The Department of Justice has also insisted to his victim that it will use a limited retrospection power to make sure Murphy will be on the offenders register despite not being placed on it officially at the time of his conviction.
The countdown to the release date of Ireland's most dangerous man is now well underway.
The woman's request to keep Murphy in jail received a stark reply. In it the Minister said there was nothing he can do to change the rapist's legal entitlement to 25pc remission for 'good behaviour'.

The woman declined to comment when contacted by the Sunday World, but a source close to the investigation stated:
"It is a very, very difficult time for the victim. When you think of the nightmare she endured, and the strength needed to have to face him in court, it beggars belief that she should now have to endure even more."
Technically Larry Murphy was jailed for 22 years for his crimes of February 11, 2000, but because his sentence was allowed to run concurrently over 14 years, and with one quarter remission for good behaviour he will be out after serving less than half of that.
A spokesperson for the Department told the Sunday World: "Remission of 25% has applied in this jurisdiction for more than fifty years and as the courts are aware of this when passing sentence, it is not possible to change the level of remission retrospectively."
There is no explanation of what constitutes 'good behaviour.'
But the spokesperson stated that the statute allows for a MAXIMUM of 25pc remission. As the Sex Offenders law was passed a few months after his conviction, Murphy also manages to slip through a loophole, and evade its full rigours.
Offenders
The spokesperson said: "The Minister has introduced new arrangements to manage convicted high risk sex offenders in the community. Details are in the "The Management of Sex Offenders - A Discussion Document" ... In particular arrangements are in place for such offenders to be monitored by a risk management committee which will include representatives of the Gardaí and the
Probation Service."
It's cold comfort for the victim who is only alive today because two hunters lamping foxes miraculously happened upon the horror as Murphy grappled with her in the boot of his Fiat car. In terms of her own personal safety however, she has been assured that Murphy WILL be monitored.
"The victim has sought and received assurances that Larry Murphy will be placed on the sex offenders register, and that he will have to inform gardai of his address," a Justice spokesman said, adding: "The prisoner in question was sentenced prior to the Sex
Offenders Act 2001 coming into force and the question of a post release supervision order was therefore not applicable."
Murphy will be managed post release "by a risk management committee which will include representatives of the Gardaí and Probation Service," the spokesperson revealed.
The Justice Department was at pains to point out that the long awaited DNA database is due to get underway soon:
"Legislative measures to establish a DNA database will be published soon and that will allow the DNA profile of a person convicted of rape to be included on the DNA Database."
Incredibly, despite everything that the victim has been through, our source also revealed how her main concern is for these women's' families.
"Her heart goes out to the families of the missing women. Until there is some evidence linking those women's' cases to Murphy, the speculation that Larry Murphy had something to do with what happened to them only adds to those families' pain," the source said.
Larry Murphy has been circumstantially linked to the case of the 18-year-old missing Newbridge student teacher who disappeared in July 1998.
Mountains
And he lived in Castledermot, Co Kildare in November 1998 when 21-year old Jo Jo Dullard disappeared. The detectives attached to Operation Trace, set up to establish if a serial killer was at work in the Dublin Wicklow mountains, also investigated whether
Murphy had been working as a sub contractor in Johnny Foxes pub in Glencullen, Co Wicklow when American student Annie McCarrick went missing in 1993.
The Sunday World has learned that yet another unreported assault involved a close relative of his wife's: "Murphy offered to give her a lift home and then made a pass at her instead," our source said. "When she told him she wasn't interested he put his hands around her neck and tried to strangle her in the passenger seat of his car. She managed to escape but it didn't go any further because he was her brother-in- law."

Murphy was jailed in 2001 for the kidnap and repeated rape of a Carlow woman. He is still a suspect in a number of cases of Ireland's "disappeared" women.
But the community into which he moves will not be told he is living on their doorstep.
While he is being placed on the sex offenders' register, which allows gardai to trace his whereabouts, the public has no right to know where he is living.
The situation mirrors that of serial rapist Michael Murray who unsuccessfully tried to stop the Herald and other media informing the public of his whereabouts.
Loophole
A source told the Herald: "Murphy has been in custody for 10 years but has not been subject to any rehabilitation programme. There's hardly a more dangerous prisoner in the system.
"We are now looking at a situation where one of the most dangerous men in the country will be back on the streets in weeks, with no treatment. It's deeply worrying."
It is unclear if Murphy agreed to go on the offenders' register himself -- legislation compelling him to do so was enacted after he was jailed -- or if a "limited retrospection" loophole is being used by the authorities.

Theses offenders cannot be controlled and like in Australia there is a problem as these fiends work under the radar and damage is done when police eventually catch up with them. Why can't these crims be chemically fixed. It is said though, its their minds and surely something could be done there in this day and age with all the technology available.

THE RAPIST suspected of killing up to six women in Leinster is to walk free from prison within days.

THE RAPIST suspected of killing up to six women in Leinster is to walk free from prison within days.
Psychopath Larry Murphy – the prime suspect in the mysterious cases of Deirdre Jacob, Jo Jo Dullard and Annie McCarrick – will be released on August 12.
He has served just 10 years for the horrific abduction and rape of a woman in 2000.
However, he is thought to have been behind a string of attacks in the years previous to that.

A CONVICTED rapist who is suspected of being a serial killer will never be brought to justice because gardai cannot find a crime scene.
Psychopath Larry Murphy who is the prime suspect in the mysterious cases of Deirdre Jacob, Jo Jo Dullard and Annie McCarrick will walk free from prison on August 12.
He has served just 10 years for the horrific abduction and rape of a woman in 2000, but is thought to have been behind a string of attacks in the years previous to that.
Over the weekend, retired Garda Commissioner Pat Byrne, who led a special operation aimed at solving the cases of several missing women, said that is was one of the "major disappointments" of his career that they remain unresolved.
DANGEROUS
"In the circumstances of the crime for which he was convicted, that was a terrifying ordeal. People must reach their own conclusions about Larry Murphy," said Mr Byrne.
He said the "lack of a crime scene was a critical problem".

He was sentenced to 15 years in jail in 2001 after pleading guilty to the abduction and brutal rape of a Carlow woman, but is to be released early for good behaviour.
The Wicklow Mountains sex beast is the second dangerous rapist to be released from prison in just over a year. Gardai are already keeping a close tab on serial rapist Michael Murray who sexually attacked six women in six days.
The men are considered to be two of the most dangerous criminals in the country.
And the Herald can reveal Murphy is refusing all offers of medical and mental treatment, including the chance to take part in a rehabilitation programme. He has been locked up in Arbour Hill prison since being arrested in 2000 where sources have described him as a loner and model prisoner.
The horrific abduction followed a similar pattern to that of the three women who "disappeared" between 1993 and 1998.
As part of a special operation set up to investigate the case of six missing women, detectives formed the opinion that Murphy could have been responsible for three.
Operation Trace aimed to solve the cases but without any bodies, gardai have not been able to bring any charges.

This reminds me of Kenneth McDuff, an American who killed three teenagers, was released on parole and killed again.
