Whilst on duty at *** tonight (Wed 19th Sept) on a 1400-2200 hrs between the hours of 1800-2000 I had to deal with a man claiming to be the chief whip and who I later confirmed to be such and a Mr Andrew MITCHELL.

Mr Mitchell was speaking to PC ******** demanding exit through the main vehicle gate into Whitehall. PC ******** explained to Mr MITCHELL that the policy was for pedal cycles to use the side pedestrian exit. Mr MITCHELL refused, stating he was the chief whip and he always used the main gates.

I explained to Mr MITCHELL that the policy was to use the side pedestrian gates and that I was happy to open those for him, but that no officer present would be opening the main gates as this was the policy we were directed to follow.

Mr MITCHELL refused. Repeatedly reiterating he was the chief whip. My exact explanation to Mr MITCHELL was "I am more than happy to open the side pedestrian gate for you Sir, but it is policy that we are not to allow cycles through the main vehicle entrance".

After several refusals Mr MITCHELL got off his bike and walked to the pedestrian gate with me after I again offered to open that for him.

There were several members of public present as is the norm opposite the pedestrian gate and as we neared it, Mr MITCHELL said: "Best you learn your f------ place...you don’t run this f------ government...You’re f------ plebs." The members of public looked visibly shocked and I was somewhat taken aback by the language used and the view expressed by a senior government official. I can not say if this statement was aimed at me individually, or the officers present or the police service as a whole.

I warned Mr MITCHELL that he should not swear, and if he continued to do so I would have no option but to arrest him under the Public Order Act, saying "Please don’t swear at me Sir. If you continue to I will have no option but to arrest you under the public order act".

Mr MITCHELL was then silent and left saying "you haven’t heard the last of this" as he cycled off.

I forward this to you as all officers were extremely polite to Mr MITCHELL, but such behaviour and verbal expressions could lead to the unfortunate situation of officers being left no option but to exercise their powers.

I write this for your information as Mr Mitchell’s last comments would appear to indicate that he is unhappy with my actions.

I have recorded this fully in my pocket book

David Cameron has been criticised by Conservative grandee Lord Tebbit following Andrew Mitchell's resignation as chief whip.

He said the Prime Minister had allowed "this dog of a coalition Government" to look incompetent.

Accused of calling police officers "plebs" when they would not let him leave Downing Street on his bicycle through the main gates, Mr Mitchell finally quit his Cabinet post on Friday.

Despite the unequivocal support of Mr Cameron, Mr Mitchell admitted that the ongoing row had made his position untenable.

Writing in The Observer, Lord Tebbit said: "This dog of a coalition Government has let itself be given a bad name and now anybody can beat it.

"It has let itself be called a Government of unfeeling toffs. Past governments have had far more real Tory toffs: prime ministers Alec Douglas-Home and Harold Macmillan, or even in Thatcher's day, Whitelaw, Soames, Hailsham, Carrington, Gowrie, Joseph, Avon, Trenchard and plenty more, without incurring similar abuse."

He added: "The abiding sin of the Government is not that some ministers are rich, but that it seems unable to manage its affairs competently."

A Cabinet minister in Margaret Thatcher's government, Lord Tebbit said Mr Cameron needed to impose "some managerial discipline not just on his colleagues but on himself".

The criticism comes amid reports that Mr Mitchell decided to step down after younger Tory MPs from the 2010 intake made clear their hostility when Parliament returned this week.

Many were dismayed that the row dragged on for so long and that Mr Mitchell - who did not attend the Conservative Party Conference in Birmingham earlier this month - had not been sacked by the PM.

It has been a disastrous week for Mr Cameron following Mr Mitchell's decision to quit and reports George Osborne tried to sit in a first class train carriage with only a standard ticket - claims which have been firmly rejected by the Chancellor.

He will attempt to shore up his authority and move on from recent events in a speech next week in which he will call for a new "tough but intelligent" approach to law and order.

As he travelled back from Chequers on Friday, Andrew Mitchell reflected with a private chuckle that he was almost certainly the first Cabinet minister to have included the word “f---”, or one of its derivatives, in his official resignation letter. In the four and a half weeks since the verbal confrontation in Downing Street that has now cost him his job, Mitchell has tried to keep his spirits up with gallows humour.


Well, you have to pass the time somehow when you’re on Westminster’s Death Row. With cruel caprice, the (now ex-) Chief Whip was awarded stay after stay of execution, and there were moments when it even seemed the political death sentence might be commuted altogether. But, in the end, his head was slipped into the noose, and the shadowy kangaroo court had its way at last.


Not until Thursday night did Mitchell decide irrevocably that he must go. Although plenty of backbenchers supported him at the 1922 Committee meeting on Wednesday, others did not. Asked by a friend if the gathering had gone well for him, he replied ruefully: “…ish.” In the crazy casino of political careers “well-ish” does not describe encouraging odds.


Mitchell was also understandably concerned about the impact the protracted story was having upon his family, and how upsetting it was for his wife to learn that neighbours were reportedly speaking out anonymously against them to the press (shabby recompense for the out-of-hours emergency treatment she has been known, as a popular local GP, to offer to those who live nearby).


As a politician of many years’ experience, and the son of a minister in the Thatcher government, he was also fully aware that the Opposition’s entirely legitimate decision to punch the bruise – to keep at it, as Ed Miliband did at Prime Minister’s Questions on Wednesday – would distract attention from good economic news (unemployment and inflation down), encouraging crime figures, and Theresa May’s deft handling of the Gary McKinnon story. By Thursday, he was bracing himself to go. Only logistics – the PM’s physical absence in Brussels – prevented him from doing so earlier.

I completely disagree with Matthew d'Ancona's assessment....

Mitchell is or was a professional and allegedly respected politician, and like all professionals/tradesmen he knew or should know where the line is that he should not cross and the reasoning behind the restrictions. Abusing the police in the pursuance of their duty where they are following a set down procedure is not an accepted action by anyone. Certainly not by a Member of Parliament and most certainly not by a Cabinet Member whose job is to keep wayward party members on the straight and narrow.

He has gone and good riddance, Cameron should look for better qualities in his Cabinet member selection than arrogance and a foul mouth.

Where Cameron was at fault malena is that he didn't take action sooner......is there one Member in Cmeron's Cabinet who is doing a good job? How many have already been replaced within the 2 years the Conservative Party took over.?

Health , Transport, Chief Whip, Education? As I have said many times, Cameron is reactive, not proactive and his Cabinet is uninspiring to say the least.

I will be very surprised if he is still PM when the next election is due. trouble is , Labour are even worse!!!!!
