Five year-old Tamara Jewel KEEPNESS was last seen at her home in the 1800 block of Ottawa Street at approximately 11:00 p.m. on Monday, July 5, 2004. She is described as female, Aboriginal, five years old, with short, bobbed brown hair, brown eyes, dark complexion, thin build, weighing about 40 pounds, approximately 3’ 5” tall. She was last seen wearing a light blue, striped halter top with pink accents, light blue jeans and pink and white shoes. Police have been searching the neighbourhood and other areas since approximately 12:15 p.m. So far, neither police nor family members have located Tamara KEEPNESS. - July 6, 2004)

July 5 marks the fourth anniversary of the disappearance of Tamra Keepness

Four years after a young Regina girl seemingly disappeared into the night, efforts to find her remain very evident.

REGINA -- Four years after a young Regina girl seemingly disappeared into the night, efforts to find her remain very evident.

Tamra Jewel Keepness was just five years old when she was seen heading to bed on July 5, 2004. The following morning, the young girl could not be found in or around her family’s Core area home and she was reported missing to the Regina Police Service.

An unprecedented search conducted by police, Search and Rescue volunteers, family, friends, and community members resulted in the streets, back alleys, parks, empty lots and outlying areas of Regina being scoured. Subsequent efforts led by the Federation of Saskatchewan Indian Nations (FSIN) and police-initiated searches of two Regina-area First Nations were unsuccessful.

To date, Keepness has not been found. No arrests have been made in connection with her disappearance.

However, the community’s resolve to find her has endured.

File Hills Qu’Appelle Tribal Council vice-chair Myke Agecoutay said Keepness’ disappearance brought together several First Nations and non-First Nations organizations, which have since formed relationships for different initiatives.

“This beautiful little girl united an entire city as well as different communities. Whether she knows it or not, she certainly brought this community together and we hope that in the future, we’re able to solve exactly what happened that night,” said Agecoutay.

The case remains an active file for the Regina police, which recently announced the creation of a new database that will include every piece of information pertaining to the investigation. A six-person investigative team will sift through and correlate the information to be entered into the database, once again providing the opportunity to review the entire case file.

“You can imagine what the volume of this file might be with 1,500 and some odd follow-up reports, 2,000 people linked to the file, 1,000 plus tips. It is pretty voluminous,” explained Deputy Chief Bob Morin, adding the database will provide an efficient way to search the file’s contents.

Morin said the police service is still “very hopeful” it will be able to locate Keepness and reach a long-awaited conclusion to the investigation, which has been one of the largest in the history of the Regina police.

“We’re closer today than we were four years ago. We continue to work the file. As in all major investigations, they’re time-consuming and there is a lot of information to go through. We move forward. We’re farther ahead in the investigation than we were,” said Morin.

The FSIN and the Saskatchewan First Nations’ Women’s Commission are to host a barbecue today at 1 p.m. to mark the anniversary of Keepness’ disappearance. The event will be held at the Core Community Park at 11th Avenue and Toronto Street and is open to the public.

The Board of Police Commissioners is continuing to offer a $25,000 reward for any information that would lead to the discovery of her whereabouts. Anyone with information pertaining to Keepness’ disappearance is asked to contact the Regina police at 777-6500, through its Web site (www.reginapolice.ca) or by calling Crime Stoppers at 545-8477.

Social workers take kids from Keepness home

Saskatchewan social workers have removed five other children from the Regina home of missing girl Tamra Keepness, police say.

The children, who can't be identified by name, were taken away Wednesday morning. They carried toys and stuffed animals as they were escorted from their home with the help of police.

Their present whereabouts are unknown but they are in the care of the Department of Community Resources, says Regina Police spokeswoman Elizabeth Popowich.

Popowich says the children's safety was the issue and that the removal order came from the Department of Community Resources.

Tamra's mother Lorena Keepness told CTV News that social workers had been at the house earlier Wednesday but hadn't said they were planning to take the children away. She said she was getting the children ready to take them to a daycare when the police moved in.

The move is just the latest twist in the mysterious disappearance of five-year-old Tamra. She was last seen July 5 at the home she shares with her mother and five siblings, including a twin sister.

In an interview with CTV News, Regina's police chief suggested for the first time that investigators are close to solving this mystery.

"We still don't know where Tamra is-- we don't know today, we're no closer to that. But we are closer on what could have happened," Cal Johnston said.

And in another development, police have located one of two vehicles stolen the night Tamra disappeared. The burned out 1973 Volkswagon van was located east of the city, near Fort Qu'Appelle, late Wednesday. The orange van has been towed to the RCMP forensic lab in Regina.

Last week, police told reporters they had questions about some of the "comings and goings" from the home the night Tamra disappeared.

On Monday, her stepfather, Dean McArthur, was charged with assault causing bodily harm stemming from an alleged fight that took place hours after Tamra was last seen.

He is to appear Thursday in a Regina court for a bail hearing.

Regina police have called off their ground search for the missing youngster, though they continue to conduct interviews and sort through tips. They are also offering a $25,000 reward in return for information leading to Tamra's discovery.

Tamra's family has been critical of the investigation, saying police have targeted family members in their search.

Mischief charge laid in search for Sask. girl

A 42-year-old woman has been charged with public mischief for allegedly misleading police during a search for missing Saskatchewan girl, Tamra Keepness.

Tamra, 5, disappeared from her Regina home July 5. She has never been found.

It's alleged that around Sept. 3, Sherry Anne Rose of Regina provided city police with false information about a possible suspect in the disappearance. Police spokeswoman Elizabeth Popowich refused to provide further details on the case.

A few days after Rose allegedly provided the misleading information, police searched an area in the Muscowpetung reserve near Fort Qu'Appelle, about 65 kilometres northeast of Regina. They reported finding nothing.

Rose is to appear in provincial court Tuesday.

Tamra went missing shortly after going to bed on July 5. Though more than 1,000 tips poured in and a $25,000 reward for information was offered, there are still no answers on her disappearance.

Now if the McCanns were to read that, wouldn't they want the Portuguese police to do the same for Madeleine? So why haven't they asked the PJ to reopen the case?
