124,000 Migrants 'Lost' By Border Agency

124,000 Migrants lost by Border Agency 16102984
The number of cases added to the so-called controlled archive has tripled since March

3:58am UK, Friday November 04, 2011

Border officials have lost track of 124,000 asylum seekers
and migrants - a population the size of Cambridge, according a report.

UK Border Agency figures showed that the number of cases "lost" had tripled from 40,500 in March.

The Commons Home Affairs Select Committee report said the so-called
controlled archive was being used as a "dumping ground" of cases the
agency has given up on.

It lists around 98,000 cases where asylum seekers cannot be found and
the agency has no idea whether or not the applicant even remains in the
UK, legally or otherwise.

It also includes around 26,000 migrants who have overstayed their
visas or who have been refused an extension of leave, such as students.

The UK Border Agency is still not providing the efficient, effective service that Parliament expects.

Home Affairs Committee Chair Keith Vaz

The committee said: "Whilst we appreciate the difficulties involved
in tracing people with whom the agency have lost contact, usually for a
period of several years, it is clear that the controlled archive has
become a dumping ground for cases on which the agency has given up.

"From 18,000 files in November 2010, the archive now contains 124,000 files, roughly equivalent to the population of Cambridge."

Keith Vaz, the committee's chairman, said: "The UK Border Agency is
still not providing the efficient, effective service that Parliament
expects.

"The Prime Minister himself recently called for members of the public to provide intelligence on immigrants.

"There is little point in encouraging people to do this if the border
agency continues to fail to manage the intelligence it receives or to
keep track of those who apply to stay."

Shadow immigration minister Chris Bryant said: "These numbers betray a
shocking failure at the heart of this Tory-led Government.

If this is the number they are admitting to misplacing, then the real figure must be at least three times higher... As for Keith Vaz and other New Labour MPs to give any adverse criticism is truly appalling.... they had 13 years of misrule and misrepresentation to attempt to put things in order but, like every other policy action undertaken during their amateurish attempt at running the country, they failed dismally....except for bringing corrupt ex New Labour MPs back into cabinet and lining their obscene pockets.

Hi Badboy,

Three senior staff on the Border Agency have been suspended and Theresa May is furious, apparently the biometic test advised not to be tested was the
CHILDREN"s Passports since it was considered not relevant

These are the people who we pay vast amounts of money and considerable pension rights to run the system devised to protect our borders while we are left to live with the fallout from their inappropriate, childlike amateurism.

Incompetence such as this permeates throughout government, both local and national where we elect untrained and unqualified fools and opportunists into high office.

My first job after school was as an interviewer at what was then called the Labour Exchange. People came in and signed on as unemployed and then visited our part of the office to look through the jobs and they'd wait and talk to one of us about any that were of interest and we would either just give details or organise interviews with the employers.

Claimants, as they were then and not customers, were paid in cash and our office could have it all set up within a week, even though we had to send 'shuttle cards,' off to Newcastle for their insurance records. Nowadays, it can take quite a few weeks for the offices to make payments. Even when the claim has been rated, customers will be told that they will receive payment with five to ten working days.

Iv"e had a very chequered career and when I worked as a receptionist in NHS Clinics, as and when required .One day I received a Questionaire about 2"
thick all about how to lift Patients, hygiene, safety etc. I sent it back to my Manager saying it wasn"t relevant to me, got a phone call to say I needed to fill it in because it was to do with the Kings Fund. We met at the clinic nearest to me and she helped me fill it in, it took an hour and a half , for which I got paid !!!! I can give you loads of incidents where the NHS is badly run, it"s not more money they need, it"s making the best use of it.

The head of the UK border force has quit and declared he will sue the
Government for constructive dismissal over claims he relaxed controls without
permission.

Brodie Clark has also launched a scathing attack on Home Secretary Theresa
May whom he accused of making his position "untenable".

In a statement Mr Clark denied "improperly" extending a relaxation of border
controls as claimed by Mrs May.

The statement said: "I am anxious to take part in any independent inquiry
into matters relating to UK Border Agency.

124,000 Migrants lost by Border Agency 16105628
Mr Clark's statement will add to the mounting pressure on
Mrs May

"But my position at UKBA had been made untenable because of the
statements made in the House of Commons by Theresa May.

"Those statements are wrong and were made without the benefit of hearing my
response to formal allegations."

The development will increase the pressure on Mrs May, who has insisted she
will not resign over the issue.

She is expected to face more questions from MPs on Wednesday after Labour
called an Opposition Day debate.

Earlier, Mrs May told MPs she had rejected Mr Clark's proposed changes in
favour of a more limited pilot scheme, designed in part to reduce queues at
airports.

But Mr Clark went further, scrapping key checks against a Home Office
database without ministerial approval, she said.

I am saddened that my career should end in such a way after 40 years of
dedicated service. My employer has disregarded my right to reply in favour of
political convenience.
Brodie Clark

"Those wider changes were ones which I rejected," she said.

Mrs May told the Home Affairs Committee that in setting out the terms for the
pilot, "there were certain things that were suggested that I was not prepared to
accept".

She said: "I take full responsibility for my decisions and actions related to
the pilot, but Brodie Clark must take responsibility for his actions."

Three senior staff, including Mr Clark, have been suspended and those
responsible will be punished "to make sure that border force officials can never
take such risks with border security again", Mrs May said.

But in his statement - issued through the FDA union for senior civil servants
- Mr Clark insisted: "The Home Secretary suggests that I added additional
measures, improperly, to the trial of our risk-based controls. I did not. Those
measures have been in place since 2008/09.

124,000 Migrants lost by Border Agency 16087696
Prime Minister David Cameron has given Mrs May his full
backing

"The Home Secretary also implies that I relaxed the controls in favour
of queue management. I did not. Despite pressure to reduce queues, including
from ministers, I can never be accused of compromising security for
convenience.

"This summer saw queues of over three hours (non EU) on a regular basis at
Heathrow and I never once contemplated cutting our essential controls to ease
the flow.

"On the trials, I have pressed since December 2010 to progress these and I
was pleased when the Home Secretary agreed to the pilot arrangements.

"The evidence to support them is substantial and the early findings are
encouraging.

"I would do nothing to jeopardise them and I firmly believe that a more fully
risk-based way of operating will offer far greater protection to the United
Kingdom."

He went on: "I deeply regret having to make this statement. I am saddened
that my career should end in such a way after 40 years of dedicated service. My
employer has disregarded my right to reply in favour of political
convenience."

Mr Clark said he had been advised not to make any further comment until he
appears before the Home Affairs Committee which earlier called him to give
evidence.

His effective resignation means he can speak to the MPs without being subject
to "ministerial instruction" as a civil servant.

The former child protection boss Sharon Shoesmith, Haringey Council's director of children's services who was sacked by Ed Balls when in power, she seems to be in line for £1 million compo after supreme court rejected applications to challenge a ruling that she was unfairly sacked after the Baby P tragedy.

These people crave power but deny the responsibilty that goes with it.

A whistleblower who works at Heathrow Airport has told Sky News the system
is at breaking point.

The immigration officer said it is "frightening" how many people slip through
the net and exposed a culture of deceit where employees are bussed in when
politicians visit to give the impression of more staff.

He told Sky News he feels security has been "compromised" because of pressure
over queues.

The whistleblower, who wishes to remain anonymous, said: "We've operated a
light touch over the summer for the past couple of years.

"It was never meant as an intelligence-led way of improving security. It's
all about the queues."

If there’s a family with four children in tow coming off a long-haul flight,
one of those children could have easily been slipped in with that family.

Home Secretary Theresa May is fighting for her political
reputation after it emerged checks on people entering the UK were secretly
relaxed over the summer.

She has blamed the former head of the UK border force Brodie Clark for acting
without ministerial approval.

Mrs May approved relaxing certain checks on passengers within the EU but
accused Mr Clark of going much further.

The Government's pilot aims to deploy resources more effectively by using
intelligence-led risk assessments.

But the Terminal 3 worker strongly disputes any suggestion that the looser
checks he has witnessed are a better use of resources.

He said: "It's just a way of trying to get people through passport control
quickly. It only saves 30 seconds per person, but that adds up to a lot.

"We would only use light touch checks when there were big queues - from
around 2.30pm onwards over the summer months.

"For instance, if there was a big flight arriving from Pakistan.

"It makes us very angry because that's the very time when we should be taking
time and asking questions.

Mrs May 'may not have been aware of what happened'

"But the truth is there's not enough staff. We can't cope with the number of
people.

"There's only five or six of us and we have the worst of the queues at
Terminal 3."

The whistleblower does not believe Mrs May was aware of what happened or that
she ordered the relaxing of the controls.

He said: "I think Theresa May has been misled by Brodie Clark. He never
implemented what she thought. But he may not have been aware of what was
happening on the frontline either."

But he also has concerns over aspects of the pilot ordered by Mrs May, in
particular the flexibility over relaxing checks on children.

He said: "Operating a light touch with children is serious. It's very
dangerous.

"If there's a family with four children in tow coming off a long-haul flight,
one of those children could have easily been slipped in with that family."

A spokesman for Heathrow said: "The responsibility for border control rests
solely with UKBA.

"Long queues at immigration give travellers a poor impression of the UK and
cause frustration.

"Ministers must ensure UKBA has the resources to keep both our borders secure
and waiting times to a minimum."
