A total of 27 MPs are letting out property they have in London while claiming Commons expenses to rent homes, it has emerged.

An investigation by the Daily Telegraph using parliamentary records found former ministers were among the group that received taxpayer funding to live in the capital.

The move does not break any parliamentary rules but is likely to fuel calls for expenses rules to be toughened up.

Research by the Press Association found that shadow ministers Andy Burnham and Chris Bryant, and Tory MPs David Amess and Liam Fox receive income from letting out flats in London while also claiming expenses for renting in the city.

The Telegraph also named former defence ministers Peter Luff and Sir Nick Harvey among the 27.

Luff declined to comment on the claims but according to the paper, he lets one small residential property in London he owns jointly with his wife but also claimed £17,799 in expenses for rental payments in the last financial year.

Concerns have also been raised that a "loophole" in the rules allows MPs to profit by renting properties to colleagues, who then claim the costs on expenses.

It is understood that four MPs are currently renting from other MPs - although there are no cases of home "swaps".

Linda Riordan, the Labour MP for Halifax, rents her London flat to fellow Labour MP Iain McKenzie for £18,720 a year, according to the Daily Mail.

McKenzie told the paper: "If I had know beforehand that the flat was owned by an MP then I probably wouldn't have taken it.

"You've got to apply the test of how it looks to the man in the street, regardless of whether it's above board or not."

Yesterday Commons Speaker John Bercow was accused of trying to suppress details of the matter after warning the Independent Parliamentary Standards Authority (Ipsa) that revealing the identities of politicians' landlords would be a "security risk".

Ipsa had been due to disclose the material in response to a Freedom of Information (FOI) request.

However, the process has now been put on hold in the wake of Mr Bercow's intervention.

In a letter to Ipsa, Mr Bercow insisted there was a "very real danger" that MPs' residential addresses could be discovered as a result of the planned publication.

Tory Sarah Wollaston said she had grave concerns about revealing MPs' addresses, having had her London flat and constituency home broken into.

The Totnes MP said she agreed with the need for transparency, but was worried about a tiny minority of people, including activists, using the information maliciously.

Dr Wollaston said: "I am very happy for everyone to know that I have no connection with my landlord in my London address - I have never met them and I don't think they even live in this country.

"But if they (Ipsa) publish politicians' home addresses then you are exposing them (MPs) to very difficult situations."

Matthew Sinclair, chief executive of the TaxPayers' Alliance, said: "If MPs are again found to have exploited the expenses system, it will be another stain on the reputation of Parliament.

"It was the cry that 'it's all within the rules' combined with attempts to suppress the publication of claims that made the MPs' expenses crisis three years ago so toxic. Whilst the rules may not technically prevent MPs from renting properties to one another, it is certainly against the spirit of those rules.

"The public's faith was left in tatters in 2009 and the latest allegations could endanger much of the work that has been done since then to restore public confidence in our politicians.

"It is vital that there is total transparency in all matters relating to MPs' taxpayer-funded expenses and allowances."

An Ipsa spokesman said: "We are committed to transparency as is shown by our regular publication of all claims by all MPs. We have a duty to balance that against the risk of compromising security.

"We are currently going through the process of gathering all the relevant information to get that judgment right."

Responding to the Speaker's letter, Sir Ian Kennedy, chairman of Ipsa, insisted the authority "would not, under any circumstances, release the full address" of an MP.

But he added: "The policy also makes clear that we would release, on request, the names of landlords and other suppliers of goods and services where this was in support of a claim made under the Scheme for Business Costs and Expenses."

Sir Ian said all affected MPs had been contacted, asking if they had concerns about the release of their landlord's details.

However, only a third - 110 - had replied. Some 60 have indicated they have no problems with the disclosure, and 50 expressed reservations.

"We are therefore delaying our response to the FOI request and will be writing to those MPs concerned to give them a further two weeks to respond," he said.

Many Governments around the World have corruption but Britain was always regarded as "humane" in it's support for underdeveloped Countries , "fair play" in it's attitude etc. From being a mighty empire , the only person who commands respect in Britain from around the World is the Queen. There is not one Politician I would say stands out as someone capable of stopping the rot in Parliament and having the determination and guts to lead Britain out of this recession.

It isn't just their devious actions, underhand theft and cheating of the system to which they were elected Panda. Whatever party it is they represent, they are failing the electorate who put them in post and ignoring the mandate they campaigned on. They appear to expend more time and effort on dreaming up new scams and penny pinching get rich quick ideas than representing their constituents.

They should be treated as pariahs and their actions are, in my opinion nothing but arrogant, fraudulent, shoddy and blatantly criminal.

If you or I had acted using similar guidelines as these so called 'Honourable Members' in the course of doing our daily tasks, whatever our individual tasks involved, we could have, or possibly would have been dismissed and or arrested.

It's just a leaflet through the letterbox these days malena, no meetings to see the prospective Candidates and get to know their views and what they would do if elected. Let's face it, if Cameron had to have televised discussions with any intelligent opponent in an Election he would lose.

MPs are refusing to pay a total of around £250,000 in ‘capital gains’ profits on their taxpayer-funded second homes in an extraordinary new expenses row.

They plan to take legal action to overturn new rules intended to force them to hand back a share of the profit on the rising value of the properties.

Tory MP Stewart Jackson is refusing to meet a demand for an estimated £40,000, and others have been asked to pay tens of thousands each.

Angry MPs say they cannot be ordered to stump up the money, even though taxpayers helped fund their mortgages and the MPs agreed to pay the capital gains tax.

And they are threatening to sue Sir Ian Kennedy, chairman of the Independent Parliamentary Standards Authority (IPSA) unless he backs down.

The issue affects MPs who did not immediately stop claiming mortgage interest payments on their second home when rules were changed in 2010.

One MP said: ‘This is outrageously unjust and we are going to fight it.

‘Contrary to popular opinion some MPs have very little money and cannot afford to meet these demands. We know the public doesn’t give a damn but why should we be singled out in a way that no other householder would tolerate?

The row follows the 2010 expenses outrage over MPs making a fortune on the London property market thanks to £20,000-a-year handouts for interest on loans on second homes. The practice has been phased out over the past two years, and now MPs can only claim rent on second homes.

In the transition period, about 70 MPs claimed just under £1 million for interest repayments.

However, they were told they would have to hand back up to half of any rise in the capital value of their publicly-funded second home from May 2010 to August 2012 – even if they don’t sell up.

But MPs were shocked when bills started landing on their doormats last month.

Some paid up, but others are holding out, claiming the rule is ‘unfair’ and full of legal flaws. They say it was ‘rushed through’ without proper legal advice; the 2010 start date takes no account of earlier falls in property values and ignores the fact that some homes are co-owned by MPs’ partners. They also complain that unlike normal capital gains tax, IPSA does not allow for the costs of selling a property – such as legal and estate agents’ fees.

MPs are now demanding that the bills are drastically reduced and levied only when homes are sold.

Tory MP Adam Afriyie, who chairs the Commons’ expenses committee which represents MPs, said: ‘IPSA is an independent body and is answerable in law for the fairness and legality of its actions and rules.’

But an IPSA spokesman said it had no intention of climbing down. He said: ‘We’ve been absolutely clear with MPs and the public that we are ending the practice of MPs owning a second property with the help of a public subsidy.

‘Central to the deal with MPs was that if the property rose in value we would ask for the taxpayer’s share of that increase. MPs who chose to claim mortgage interest up to this August knew that and agreed to it. We expect them to honour it.’

One mp states Some MPs have owned these houses for many years and the value fell up to 2010. Now they find they are asked to pay huge sums when the value of the home has barely recovered to what it was when they first bought it.¿ If this is the case they will not be asked to pay huge sums capitol gains is just that the difference between what you paid and what you sell at. They still don't get it just about every other worker in the country has to pay for just about everything they use in life. They cannot claim expenses for travelling to work they cannot employ a spouse to help with the workload paid for by their employer they cannot claim expenses for a rented house when they own another house nearby .These are just a few of the "perks" that normal people can only dream of yet mps think it is their "right" to have them . Just about all mps would struggle if they had to do a real job .

Do the greed of these cretins know any bounds, we mere plebs have to pay capital gains and yet these leeches seem to think they are above such things, well I hope the government makes them see the error of their ways and rightly so, their futures as MP`s are dependent upon it.

They should pay capital gains at the same rate as everyone else, but not until they sell the property That is the fair approach.They will still be making 60% of the profit on a house purchased with huge help from taxpayers who can't afford to buy a house any more. So stop bleating and crying the poor tale

I've owned my home for many years as have millions of other householders across the nation and our house values have fallen also and we have to meet the laws and taxes of the land. Laws and taxes made and set by the same scrofulous cretins who are robbing the nation blind to dodge meeting their responsibilities!

Scrofulous... (http://www.thefreedictionary.com/scrofulous) In the context as I was using it, an excellent term of endearment when applied to creatures such as Mitchell, or any of our pariah MPs .

What kind of message does it send? It tells the we plebs that they are our masters and whatever they do they will get away with in the long run. IMO..

Just on the News the infamous cyclist who has finally admitted he did take drugs has been stripped of all his medals. What does he care, he has made a fortune from Nike alone, never mind all the other sponsors . Such a shame when cycling has become more popular since the Olympics.
