Mr. Ernie Allen is the President and CEO of both the National Center for Missing and Exploited Children Inc. (NCMEC USA) and the International Centre for Missing and Exploited Children Inc. (ICMEC), two American companies based in Virginia that have received more than half a billion dollars in non-competitive federal funding
since 1984.
Mr. Allen has been President and CEO of these two companies since their inception.
His privately-held companies have released almost no records, financial or otherwise, that would permit public oversight of their activities. The self-styled National Center was first awarded $3.3 million dollars by the Department of Justice in 1984. Despite more than 25 years of public funding, they have never been held to account for their expenditures, much less for their corporate policies and initiatives.
What little is known indicates that their top executives are richly rewarded. The St. Petersburg Times of Florida recently ran a critical article originally titled Is salary too high for Chief of powerful Center for missing kids?. The article's title was changed to Quasi-governmental missing kids center enjoys key exemptions from federal rules before its publication in the newspaper's print edition. The exposé correctly notes that Mr. Allen himself was compensated in 2008 to the tune of $1.3 MILLION.

That's just in money that we know about. Adding in all the other typical executive "perks" from such things as travel expenses, cronyism and related kickbacks, the value of Mr. Allen's compensation must surely surpass TWO MILLION dollars.
Mr. Allen is running two cash cows, one of which even dares to masquerade as an "international" entity without any recognition of its claimed status from the United Nations or any other multinational body.
In countries around the world, the ICMEC presents itself as a multinational entity. Foreign officials and citizens alike are regularly duped into thinking that its publications reflect a collaborative, deliberative process, as would the publications of a truly international agency like the World Health Organisation. Yet, the notion that the ICMEC is international in anything but the scope of its target is entirely divorced from reality.
The ICMEC is nothing more than a tool to broadcast American political and social interests abroad. Its primary but unstated goal -- to remove children from their established residences in other countries so that they might be raised in the United States, where all contact with their foreign relations would be impossible -- derives from the ethnocentric and conceited notion that the United States alone knows what is best for the children of its citizens.
Meantime, the Mr. Allen's other company, NCMEC USA, issues entire barrages of overinflated, misleading or outright false statistics, not just about missing children, but also about the prevalence of child pornography on the Internet, the true extent of "stranger danger", the number of unaccounted-for registered sex offenders in the US, and even the number of children who are found as a result of the Amber Alert system.
Mr. Allen and his businesses have been pulling the wool over the eyes of both the American taxpayer and the international community for way too many years.
The proof is in the pudding, goes a saying, and so it is here. Many cases of missing child fraud have already been exposed through the work of an international cadre of private volunteers at the National Centre for Missing in Europe Children. You are welcome to flip through the cases posted there, which represent only a small fraction of known cases of missing child fraud worldwide.
This site is dedicated to exposing only one particular case of missing child fraud in detail. The basic facts that have already led to six convictions of my child's birth mother may be found under the tab entitled Christina Golm.

Very busy day and I was almost asleep by the time I got back to the hotel so apologies for not posting the blog earlier. We started off by spending the morning at the National Center for Missing and Exploited Children (NCMEC). We had a tour of the NCMEC led by President Ernie Allen who has been there for 23 years and there is little he does not about missing children.
The work done at NCMEC is extremely impressive. It coordinates information for all missing children and it was the center that pushed for the implementation of the early warning missing child (AMBER) alert throughout the USA. The center was also instrumental along with the founder, John Walsh, in getting the Adam Walsh bill passed on the 25th anniversary of the young boys murder.
NCMEC officials organised a meeting with the US attorney general Gonzales at the justice department. He was already aware of Madeleine’s disappearance and has made child protection a major concern for him. I explained in a little more detail regarding Madeleine’s case and the fact that she is still missing after 81 days. He was very supportive of the campaign to keep Madeleines profile high and of the work that we are doing with NCMEC and its International division (ICMEC).
We went back to NCMEC in the afternoon and I had detailed discussions with some of the experts there regarding Madeleines disappearance. We also had a board meeting with ICMEC regarding working together on other developments in raising the profile of missing children particularly using internet resources.
Finished the day off with an interview for Americas Most Wanted who have been following Madeleines abduction almost since the beginning. The programme is actually hosted by John Walsh and has massive viewing figures of around 12 million.

Well, the McCanns are just very unlucky or they choose their investigators and their associates for certain qualities that might shock some people.

Something is not right about these missing people charities, we had info coming out before about PACT Chairwoman taking large salary from the charity etc., and then Missing People having KM, as Ambassador, what charity would appoint someone who was suspect in case of her missing daughter as an ambassador.

National Centre for Genuinely Missing Children in Europe
The wilful publication of erroneous information about minor children, their photographs and personal data by any of the international agencies meant to find and protect missing or abused children, when such publication is so clearly counter to those children´s interests, brings the entire international system into disrepute. You have every right to expect and to demand that these agencies adhere to the highest standards of truth in publication.
False publications damage lives. Even parents who are law-abiding and proper custodians of their children may needlessly lose income, jobs and even the entire livelihood upon which their children´s future depends when their character is wrongfully impugned by false allegations of kidnapping or custodial interference.
The publication or distribution of such false allegations through the international web of missing children agencies also damages the credibility of the system as a whole. How many genuinely missing children will be found if people start to question whether the advertisements, the posters and web pages they encounter are telling the truth?
Everyone wants GENUINELY missing children to be found. That is why your participation in our work is so important. By exposing fraudulent missing child claims, we are protecting the global public interest and helping to ensure that missing children will continue to have every opportunity to live in their proper homes.

Admits to Four Hundred Cases of Missing Child Fraud

Mr. Ernie Allen, President and Chief Executive Officer of the National Center for Missing and Exploited Children (USA) and its wholly owned affiliate, the International Centre for Missing and Exploited Children, dropped a bombshell today before the Tom Lantos Human Rights Commission of the United States Congress.
But don't expect to see it on the Commission's official web site any time soon; it appears that their web site hasn't been updated since April of 2009. How much do Congressman James P. McGovern and Congressman Frank R. Wolf, co-Chairmen of the Commission, really care about securing human rights when they cannot even be bothered to ensure that their own Commission's web site is updated?
No matter: the written testimony of Mr. Ernie Allen was courteously uploaded to the web by Congressman Chris Smith. For the time being it can also be found at the American Center's web site as well as at the web site of its "international" subsidiary.
After presenting the usual boilerplate about the American organisations and missing children, Mr. Allen shares some current statistics deriving from his corporate database, in order to "help illustrate the scope of the problem of international child abduction". According to Mr. Allen:
NCMEC is currently working cases involving 1,214 children who were abducted by a non-custodial parent from the United States to a foreign country. The majority of these children were taken to the following countries: Mexico (533 children); Japan (54 children); India (32 children); Egypt (30 children); the United Kingdom (24 children); and Canada (23 children).
These are interesting statistics, and not just because they exist at all. They are interesting because they demonstrate that the American Center's database contains information that is not exposed to the public through their search engine. While there is a field (called abductedCountry) that is supposed to indicate the "possible location" of a "missing" child in a particular country, our search today for all children possibly in Mexico returned a measley twenty-two (22) records, for the United Kingdom one (1) record, and for all three of Romania, Bulgaria and Greece no records whatsoever. Notably we have verified the location of children advertised as "missing" by the American organisations in all four of the above mentioned European Member States. None of these children were identified in the results of our search of the American database as even possibly located in their actual countries of residence!
Now consider Mexico. It is possible that Mr. Allen was being literal in stating that 533 children "were taken to" Mexico, while only 22 are possibly now located there. Logically this would imply that Mexico would have to be primarily a transit country for these children, with only a fraction of them (~5%) likely to remain there following their removal from the United States. It seems unlikely, but it could happen.
Does it, though?
Our concern isn't addressed, but let us courteously suspend our disbelief while we continue to parse Mr. Allen's statement. He starts making recommendations to the Tom Lantos Commission on page 5 of his testimony. The first four recommendations are vacuous generalities that can be pithly abbreviated to "everyone should do a better job". Then comes the bombshell, which we quote in full:
Finally, I believe we should amend the federal definition of ‘missing child’ that was established by the Missing Children’s Assistance Act of 1984 and codified at 42 U.S.C. §5772. In parental abduction cases, law enforcement may be hesitant to classify the child as ‘missing’ since the child does not technically fit within the current federal definition of ‘missing child’: a child whose whereabouts are unknown to the child’s legal custodian. Parental abduction cases are unique -- the left-behind parent may know the exact whereabouts of the ‘missing’ child but is unable to bring the child home. This problem can be solved by adding the description “or who was removed from the control of such individual's legal custodian in violation of law or judicial order” to the federal definition of ‘missing child.’ This not only reinforces law enforcement’s jurisdiction over these criminal cases, it also ensures that they will be given the same resources and support as non-family abductions. In addition, clarifying the definition of ‘missing child’ to include family-abducted children ensures that law enforcement will enter these cases into the FBI’s National Crime Information Center (NCIC) database. NCIC entry of these children is critical to ensuring that law enforcement resources are dedicated to these abductions. Approximately one-third of NCMEC’s current international abductions have not been entered into NCIC.
This official testimony appears to contain the first ever admission by any representative of the American center that a full one-third of its current cases are probable if not certain cases of missing child fraud.
That is four hundred (400) children being falsely advertised by the American center, right now, as though they were "missing".
Thanks to the efforts of the members of our committee, Mr. Allen sees the writing on the wall, but he hasn't yet gotten the message. The real issue is not that law enforcement is "hesitant" to classify a child as "missing" when the child's whereabouts are in fact known. It's that capable law enforcement officers know better than to lie to the very public whose diligence is needed to find genuinely missing children.
Mr. Allen is personally raking in nearly one million U.S. Dollars ($1.000.000,00) annually courtesy of the United States taxpayer. On the basis of his Center's missing children statistics, Congress rewarded the American Center with a huge budget that must be the envy of every NGO on the planet, without any oversight or preconditions. Yet, were it not for the pressure being placed on Mr. Allen by members of this committee, in both civil and criminal proceedings, the American public and the world community would still be entirely unaware that they were being misled.
The December 2, 2009 testimony of Mr. Ernie Allen before the Tom Lantos Commission demonstrates that the American organisations are hiding from the public their real knowledge about the children they advertise as "missing". Mr. Allen's recommendation to modify the federal definition of ‘missing child’ is self-serving and does nothing for the little victims of missing child fraud.
We continue to call on our colleagues in the United States and their international supporters to respect the fundamental right of these children to a safe and private childhood.

Yet, were it not for the pressure being placed on Mr. Allen by members of this committee, in both civil and criminal proceedings, the American public and the world community would still be entirely unaware that they were being misled.
The December 2, 2009 testimony of Mr. Ernie Allen before the Tom Lantos Commission demonstrates that the American organisations are hiding from the public their real knowledge about the children they advertise as "missing". Mr. Allen's recommendation to modify the federal definition of ‘missing child’ is self-serving and does nothing for the little victims of missing child fraud.
We continue to call on our colleagues in the United States and their international supporters to respect the fundamental right of these children to a safe and private childhood.

The National Center for Missing and Exploited Children (USA) has issued a false alert and poster concerning this child, along with the child's sibling, claiming that they went missing from the United States in 2005 when, it is claimed, they were allegedly abducted by their mother, Luanne Kay Bobo (Uttley).
The American Center also quite helpfully notes that the children "are believed to have left the country and travelled to the United Kingdom". Moreover it is suggested that both of these children may be found to have "heavy English accents".
Honestly, it never ceases to amaze us how quickly children can learn to talk in all sorts of crazy ways, even though we know exactly how they learn to do so.
It's no big secret that a child learns to speak in a particular way by residing habitually in a place where he or she is exposed to that manner of speech day-in, day-out.
So, is it possible that the good people of Arkadelphia speak a solid Cockney, a Big Brother Geordie or perhaps something more posh? Not likely!
It turns out that these children have been living in the United Kingdom on a permanent basis since 2001, originally with the permission of their father and the Arkansas court that granted their parents' divorce, the mother having been granted their custody and care.
However, after a dispute over child support in 2004, the father's attitude towards his former wife and her new husband grew increasingly caustic. It does not appear that Mr. Bobo took any steps to negotiate with the children's mother, with an eye towards resolving whatever differences they may have had.
Instead it appears that Mr. Bobo took some very naughty lawyerly advice and headed right for the child support exit ramp, asking for and obtaining an ex parte change of custody order in Arkansas. This enabled him to send the hounds after his ex-wife and the mother of his children.
And... bingo! No more child support. Isn't the law wonderful?
The children's whereabouts in the UK have always been known to the father and to the American Embassy as well. Embassy staff have made three welfare checks on these children already, verified their residential situation, and confirmed that they are healthy and happy. In fact, the children's address was provided to the United States Department of State by the father himself, who visited his kids several times at their home in the UK before 2004.
Even Mr. Bobo himself now admits that his kids are not missing:
"Them being missing, no they're not missing."
Use of these children's pictures and personal information may be considered an invasion of their privacy and, clearly, no intervention by the general public is justified in this case.
Just to make our position even more apparent to those who are unwilling to hear it, we would like to take this opportunity to thank the BBC for its excellent radio interview of Lady Catherine Meyer, wife of the former British Ambassador to the United States. She also happens to be the founder of the British charity called PACT, whose mission is to locate and retrieve children who go missing. Lady Meyer's personal experience with parental child abduction, she says, led her to decide, along with the President and CEO of the National Center for Missing and Exploited Children (USA), Mr. Ernest Allen, to form an International Centre with the same focus.
Here is what Lady Meyer has to say about this case of missing child fraud and the position of the American Center with respect to it:

Is there one country that is maybe more difficult to deal with than another? Is it the States that are particularly bad here, because I'm kind of intrigued that the American National Center for Missing and Exploited Children are involved. That almost sort of gives it sanction, really, doesn't it?

That's... very strange. That's the one thing which is very, very strange in this story, because I know the International Centre and the National Center for Missing and Exploited Children very well. We work with them. They are an incredibly good and helpful organisation. They are huge, and... that is strange... you know- if... if this case is not... but one doesn't know. Maybe the father did get custody without the mother knowing. It can happen. It should not happen, but it can happen, and I have heard of many cases of a parent going to court, applying for custody, and usually it happens in small towns and places where judges do not know about international law, and the mother is not informed. Or the father says, "We don't know the address of the mother, and this is an urgent matter." And so a judge transfers custody without letting the other parent know. And obviously that's very serious...
So, Lady Meyer, you're willing to imply that judges in small town Arkansas are, essentially, provincials -- or hicks, as the Yankees colourfully call them -- but you're not willing to unequivocally stand up and say that your chums in the USA are violating the most basic rights of these English children to their personality, as well as endangering them, by plastering their personal data without justification all over the Internet?
And yet, earlier in the BBC interview you state your shock:

... the one thing, for sure, is that it's not in the interests of the children. I mean, for children to be caught in situations like that is absolutely intolerable.
And, as the mother said, for the poor boy to, sort of, pick up the Internet and see a picture of himself, and his friends at school coming up to him and saying, "Ooh! I see. You're on the Internet, and you've been abducted."
Um... that can't be right. I mean, it is terrible.
Lady Meyer, we agree.
We call on you to commit to ending this terrible abuse of our children.
