Ripper's fit to be freed from Broadmoor

YORKSHIRE Ripper Peter Sutcliffe has been classified low risk and recommended for release from Broadmoor, The Sun can reveal.

The top-security hospital’s doctors have told lawyers representing the Ripper — who murdered 13 women and tried to kill seven others — that he is no longer dangerous.

According to a source close to Sutcliffe, the medics will support his bid to get out of Broadmoor. And if Jack Straw’s Ministry of Justice agrees with their verdict, he will be moved to a medium-secure unit. That means he would skip the high-security step of the mental hospital process and be given much more freedom.

He would then be allowed on to the streets to begin rehabilitation into society.

The source said: “If Jack Straw rubber-stamps it Peter will be packing his bags.”

The source added that the doctors’ greatest fear is not the risk the Ripper poses to the public, but the risk THEY pose to HIS safety because of enduring anger over his horrific crimes.

The development comes hot on the heels of moves by Sutcliffe’s lawyers to have him declared sane and given a date for total freedom.

The Bradford lorry driver, now 62, mainly targeted prostitutes during a five-year reign of terror starting in the late 1970s.

He butchered his victims using a ball pein hammer, a sharpened screwdriver and a knife.

The Sun revealed last year that he is now represented by female human rights barrister Saimo Chahal. And the source said:

Peter was told last month by his lawyers that after detailed discussions with the Broadmoor team he’d been classified low risk.

The psychiatrists advised that if the powers-that-be allowed him to be re-categorised and sent to a medium-secure unit, he was at low risk of trying to escape or breaking the rules.

When you are in medium-secure units you are basically being prepared for a new life outside. You need to be rehabilitated slowly and taught simply how to live again.

Peter has not handled money since he was locked up nearly 28 years ago. He has only ever bought things out of catalogues and has not had to cook or clean or do his own laundry.

He would be taken on supervised shopping trips at first and then allowed out on his own and given simple tasks — like buying a train ticket, catching a bus or going to a supermarket.

A risk assessment was done as to whether Peter was likely to abscond if allowed out on the streets alone. But Peter told me he was marked as low risk on every aspect of his behaviour.

He has been a model patient. He has never caused any aggravation and is liked by the staff.

Peter said the only fly in the ointment was that it was agreed he was at very high risk of being attacked and hurt if people outside recognised he was the Yorkshire Ripper.

However that was countered by the fact he is now unrecognisable as the Peter that was locked up. He is bloated up to 19st, his complexion is bad and he shuffles about. Peter’s trademark jet black well-groomed beard is now grey and straggly.Close_quote

Sutcliffe believed he was on a “mission from God” to kill hookers.

His victims — not all vice girls — were Wilma McCann, 28, Emily Jackson, 42, Irene Richardson, 28, Patricia Atkinson, 32, Jayne MacDonald, 16, Jean Jordan, 20, Yvonne Pearson, 21, Helen Rytka, 18, Vera Millward, 40, Josephine Whitaker, 19, Barbara Leach, 20, Marguerite Walls, 47, and Jacqueline Hill, 20.

Sutcliffe was jailed in 1981 but transferred to Broadmoor in 1984 after being ruled mentally ill. He refused treatment until 1993, when the Mental Health Act Commission said it should be given forcibly.

Now the medics, led by the Berkshire hospital’s clinical director Dr Kevin Murray, believe he is effectively “cured” as long as he continues his medication.

Sutcliffe’s fight for freedom involves a bid to be declared sane by the Mental Health Review Tribunal — and a move back to a prison.

He has already been granted legal aid to go to the High Court to argue under the Human Rights Act that he is entitled to a specific tariff for his crimes.

How can he be safe to society ever again.... Who ever thinks he is safe as long as he takes his medication needs locking up with Peter Sutlciffe.

Why the hell doesn't life mean life anymore? God, this makes me so angry, and people banging on about his human rights - what about the human rights of his victims - they didn't stand a chance.

So who is going to supervise his medication? What provisos are going to be put in place if this man stops taking his medication ? If past cases are anything to go on, Peter Sutcliffe will exercise his right to move house and stop any treatment programme he might be on. He will disappear off the radar until the next innocent member of the public is killed and then those responsible for his aftercare will plead lack of resources, his lawyer will argue that to have forced him to co-operate with the authorities when he had been deemed to be "sane" and discharged from hospital would have been an infringement of his human rights. There will be an enquiry which will achieve nothing. Peter Sutcliffe will be back in custody. End of exercise.

Someone should ask Dr Kevin Murray if he would leave his wife alone a whole day with this killer before he makes those decisions.

He is SAFE is he??? Well let whoever suggested this have Peter Sutcliffe move in with them!!! He can join them for dinner and babysit their kids/grandkids...even take the ladies in the family out for dinner......
