I don't say you should freeze child benefit except for a family with more than 3 children. Aneurin Bevan had the dream of benefits "from the cradle to the grave". This is the result....fraud on a massive scale, many unemployed not bothering to look for work, the NHS on it's knees
Housing Benefit to immigrants , that has to be the biggest expenditure because Council tax benefit goes with it. Freeze Housing Benefit and Council tax is the answer.
