Drastic cuts are being made to Government budgets because the Conservatives "care", the Prime Minister will insist today.
David Cameron will tell party members at a behind-closed-doors Tory conference that "true compassion" means taking tough decisions.
He will try to fight back against critics who claim the Tories are pushing through ideologically-driven spending reductions under the guise of an economic recovery plan.
Mr Cameron will also aim to reassure Tory grassroots that the National Health Service is being protected after months of negative publicity over his controversial reforms.
It's only by taking tough and bold action that we will make our country stronger and fairer. True compassion isn't wearing your heart on your sleeve - it's rolling up those sleeves and taking the long-term decisions that will really change our country for the better.

Opponents of the Health and Social Care Bill, which puts GPs in charge of clinical commissioning and increases competion, claim it will lead to backdoor privatisation.
The Prime Minister will insist the NHS will remain "truly there for all".
"People say Conservatives in Government are taking tough action because they don't care," Mr Cameron is expected to say.
"But the opposite is true. We're taking those decisions because we do care. We care about the kind of country our children are going to grow up in; about not burdening them with debts that we are too timid to pay back.
"We care about giving people dignity in old age, which is why we're making difficult decisions today - so we can afford our pensions system tomorrow.
NHS reforms have become a contentious issue
"We care about keeping a health service that is truly there for all and free for all, which is why we're prioritising prevention and not just treatment.
"And that's the point I want to make today. It's only by taking tough and bold action that we will make our country stronger and fairer.

This year's Conservative Party spring forum in London is an unusually low-key affair with limited media access.
Welsh Conservatives cancelled their annual conference with just a fortnight's notice earlier this year due to rising costs.
