EXCLUSIVE: MUMS who go partying while leaving their newborns home alone are having their babies seized over fears for the child's safety.
Almost 300 babies were taken from their mothers in the past two years because of negligence and abuse.
More than 1400 mums-to-be were dobbed into the Department of Human Services before the birth.
Some situations were so dire DHS got court orders just hours after the births.
DHS also has acted where new mums used their babies to procure drugs, or let babies go hungry and unwashed.
"It's really concerning when a child is left abandoned at night or neglected," he said.
"It's a terrible state of affairs and an indictment on the parents.
"It's unbelievable that people can be so cruel to children because children are so trusting of adults and we betray that trust if we don't care for them properly."
A Herald Sun Freedom of Information investigation found 298 court orders were made in the past two years based on unborn child reports.
DHS has been forced to intervene in cases such as parents socialising on streets from early morning to late at night with the child's needs not tendered to, parents shaking their babies and babies being exposed to violence.
Teachers, police, concerned family and friends are alerting authorities to troublesome mums, with 161 requiring "protective intervention" non-court orders.
Many of the mothers have mental health problems, substance abuse issues or housing problems.
Some babies are taken immediately after birth but most are removed within three to six months.
"The safety and wellbeing of vulnerable children is a key priority of the Victorian Government," a DHS spokesman said.
"While most unborn reports do not require legal intervention, the Government works closely with the mother to identify and provide appropriate supports.
"The wider community can help prevent abuse."

I think you'll find that there is no difference at all in the attitudes of responsible parents in Australia or the UK.
Leaving Children alone is not tolerated by the mainstream. Absolutely not.
Please don't confuse the standards of Healy, McCann and Supporters with the standards of decent people.

Portugal has the same laws as Australia and if the PJ had believed the McCanns when they told them what they did, the McCanns would have either served or would still be serving a jail sentence.
The McCanns must be thanking their lucky stars, that the PJ didn't believe what they told them, but went down the road of believing Madeleine died in their apartment. The McCanns knew that with help from their friends in high places, the cadaver and dna evidence would not be accepted.
The UK doesn't take child abandonment as seriously as Portugal, Australia the USA and probably many other countries. I once read an article that said Karen Matthews wasn't jailed for faking Shannon's abduction, she was jailed because she tried to make money, out of Shannon's fake abduction.
