Here is a letter that I wrote to Jessie the other day, I posted it on a few different sites and we will put it on our webpage, but I thought I would share my thoughts with all our family, friends & supporters in our search for my girl. Please feel free to put it on any other sites that you have, and forward it to anyone you want to. I want everyone to see that Jessie is from a wonderful, fairly normal family who misses her and needs her to come back and fill the hole that is there, gaping and waiting for it to be fixed. If Jessie is not on this earth any longer, she will still fill the space she left with our not know where she is…as long as we know where she is, there is not that huge hole. Do you understand what I mean? I think you must. Anyways, this is some of what I have to say to my Jessie.
My sweet, dear, wonderful Jessie…
Hi baby, this is Mom. I just wanted to let you know how much I miss you and how hard we are working to find you and bring you home. I know how scared you must be and how worried you are about us worrying about you. Do not think about that, keep your thoughts on staying strong and safe – NOT put yourself in any more danger, be smart. We are strong and we are not stopping. With all my heart and soul I feel you are alive and out there, somewhere, needing to be found and rescued. We will do that.
Jessie, I also want you to know that we know what you have been through. We know what was happening in Vegas. Do NOT blame yourself or think that you need to be forgiven for ANYTHING. You are a VICTIM, even if you think you could have left, you were not able to – your being a victim of human trafficking is proof of that. You were trying to come home to Canada and someone stopped you.
Your story has been out there, baby. Not as much as I want it to be, but your story has been on the Geraldo at Large show, the Maury Povich show and the Montel Williams show – plus the Dr. Phil show contacted me about doing a show on your disappearance in August…I am hopeful for that. The way we will get you back is by letting North America and the rest of the world know you are missing and you are wanted back so very much.
Jessie, I have missed 2 of your birthdays and a lot of other special occasions and holidays, plus all the things that have happened in the 16 months since you have been missing. Many wonderful things have happened to family and friends, plus some terrible things.
Some of the good things are: Jennee and her boyfriend Drew are going to have a baby in January!! You will be an auntie to your baby sister’s baby! And Willie is a daddy!! Him and Pam had a beautiful baby girl Audrey Elizabeth Grant on June 21st. And Vicki-Sue & Gord had a baby boy, Braedon on Kalysta’s 6th birthday in December and they are getting married in September. Vicki is so very happy. And uncle Jimmie and his fiancé Colette had a baby girl on Valentines day this year, little Piper, and they are getting married next year. Plus Jesse K & his girlfriend Jill had a baby girl this year, Cole & Amy are having a baby girl in November! Jodie & Michael are having a baby and Alisha & Reg had another baby girl
this year and they are getting married! James Richardson got married to his long time girlfriend on May 19/07 and they are expecting a baby boy soon. And Vickie Nesbitt got married May 20/06, to Brad Lyons; she has been with him for several years. So she is Vickie Lyons now!! I know there have been other good things but my mind is just not able to remember them all right now.
Some of the terrible things that have happened are: Mark Fraser died on July 11/06…one of the saddest days. He was on his Harley and crashed on July 5, the day after Matt’s 19th birthday. He was at Mara Lake on holidays and was in the hospital in Kamloops where he died of massive head injuries. Matt is holding up, but you know how close he was to his dad. My cousin Linda also passed away April 23/07; she is auntie Billie’s oldest daughter (and Roger’s sister, who died 17 months before she did, both from cancer). Linda did 2 fundraiser dinners to raise money for your search – she was a wonderful cook and she planned the Roast Beef and the Turkey dinners and cooked with the help of many others. They were both very successful. Also, Amber Bard died. Last year she took her own life. Amber’s mom LeaAnn was raising her daughter, Emily after that when she (LeaAnn) suddenly and tragically died last month (June 5/07). Also last month, on June 29/07, Ted Whitmore’s daddy, Fred passed away. Earlier this year, my uncle Ray Preston passed away (in January) and last year, Jesse & Cole’s uncle Pokey Kwasnica died (April 25/06).
Also, Tigger died, after what appeared to be an attack by a dog, but we do not know for sure, all we know, is she was hurt very badly and the vet did not hold out much hope for her recovery, short of several thousand dollars in fees - and that was not even a guarantee...so we had to put her down. Now we do not have Bootsy or Tiggy any more. They are both in a grave out back by the trampoline.
Like the good things, I know there are other terrible things that have happened, but again, my mind cannot think of them all right now.
Also, Katie & Peter broke up last month. Katie is doing well. She moved back home, but she is moving out with Heather in September. She is working 2 jobs, part-time at Shopper’s Drug Mart and she is back at Convergys training to work in the same project as me. And Crystal & Aaron got back together. They were living here with us from March till the middle of June, when they moved back to Alberta for work. Jim & I are doing well. We miss you lots and Jim is having a hard time taking care of me while I go through this ordeal, but thank God for him.
Your dad is having such a hard time with all of this. He just does not know what to do or what to think. He is doing better now, but I have been worried about him. After all, he only has you and Crystal…of course he has step daughters and he knows you have your other sisters, but you guys are his and he misses you so much. Tracy is taking care of things of course. Being the mom and grandma to all the kids…she is a strong woman.
You have such a strong, huge support system, Jess. Your friends all miss you and are so worried and supportive to us. Shauna is engaged, Cindy got married, Jessi T had another baby, Sri is doing great…she is moving to Australia (plus she put on a fundraiser in Calgary at Jameson’s Irish Pub – it very successful, too), Brandy has helped put on a fundraiser in Edmonton with Kat (I will tell you all about Kat, she is wonderful) and put one
on in Calgary with Dizzy – she has been so great. There are so many others to tell you about, but that would take a book.

I have one more thing to say, but this is not to Jessie…this is to whoever took her, or has her, or knows where she is. PLEASE, you have to understand that Jessie is loved, wanted, missed and needed back by her family and friends. We NEED her. She is part of us and without her there is a huge, huge hole. It is unbelievable how big of a hole such a tiny girl can make when she is not there. When she is missing from her family, from her place in our lives where she belongs. GIVE HER BACK TO US. Give her back to me. I am her mommy and I need my baby back, PLEASE. Jessie is a wonderful person with a huge heart and you do not need her like we do. We promise that if someone contacts us with information about Jessie’s whereabouts we will keep it confidential and you will not be involved if you choose not to be. Letter of support from the Solicitor General
Dear Ms. Grant:
The Honourable Gordon Campbell, Premier, has forwarded me your April 25, 2007 e-mail outlining the facts surrounding the disappearance of your daughter, Ms. Jessica Foster, and the steps you have taken to locate her. I want to take this opportunity to express my concern for you and your family’s situation and my admiration with respect to your tenacity in following up with both private and public sector organizations in your search for your daughter.
As you are no doubt aware, the jurisdictional responsibility for the investigation involving your missing daughter remains with the North Las Vegas Police Department and perhaps other United States (US) Law Enforcement Agencies, depending on the nature of their investigation files. You are also no doubt aware that Foreign Affairs Canada represents Canadians that travel out of the country and is the government body that supports these individuals should there be an issue. Having acknowledged the role of both US law enforcement and Foreign Affairs Canada, I wanted to ensure that you have the support of these agencies. I have asked my Ministry staff to contact the Royal Canadian Mounted Police (RCMP) and Foreign Affairs Canada to ascertain the status of their current investigation files and determine if the Province of British Columbia could provide assistance in locating your daughter.
The RCMP confirmed the Las Vegas Police Department has contacted them about your missing daughter and they have provided, and will continue to provide, assistance to the Las Vegas Police Department for any request that is made with respect to the missing person investigation. Foreign Affairs Canada has also confirmed they have an open file and will continue to provide support for you and your family.
In order to ensure all is being done at the investigation level in the United States, I have taken the liberty of writing to the Consular Affairs Bureau in Ottawa and asked them to consider a face-to-face meeting/discussion with the North Las Vegas Police Department to ensure that law enforcement agency is treating the file with the respect it deserves and that they are actively involved in investigating your daughter’s disappearance.
I have also asked the RCMP to look at their National Policy on the Handling of Out of Country Missing Canadian Person Cases. I wanted the RCMP to ensure they provide all the necessary support to other law enforcement agencies and to ensure everything is being done in this country to aid in that support.
I hope that my involvement will have a positive effect on the investigation and that you and your family are successful in locating Jessica. I want to thank you for bringing this matter to my attention.

SOMETIME AFTER THE DATE MARCH 28th OF 2006 A YOUNG CANADIAN GIRL WENT MISSING IN LAS VEGAS
Her full name is — Jessica Edith Louise Foster and in May of this year she will turn twenty-four:
Then again, perhaps not: no member of her family has heard from her, by telephone or other means, nor has she been seen since March of 2006. In a long interview with Rumor Mill News, Jessica’s mother provided a fairly thorough account of what this young woman was like, growing up in a modest home in western Canada … with three sisters.
Her story was the story of a fine young teen-ager, a gal who got herself a job at fifteen, who worked hard, who was a blessing to have around the house, and who is missed by her sisters. Perhaps it is fair to say that Jessica was not exactly the intellectual type, but she was the type who could make close friends and keep them, who was bubbly and kind.
No one has heard from her in almost two full years: not her mother and step-father, not her father and step-mother, not her friends; she simply seems to have
vanished from around North Las Vegas, Nevada. Worse yet, the authorities there seem not to be overly concerned about her disappearance, as her anxious
mother tells it. Then again, in the Las Vegas and North Las Vegas area, some two hundred people go missing almost every week of the year. These cities could easily keep an entire squad of detectives busy doing nothing more than investigating these missing person reports and chasing down leads. Maybe they should.
But they can’t, they don’t.

Jessica and Colleen B in Las Vegas.
Colleen is the only person who ever visited her in Las Vegas and the only person to meet Peter Todd and his twin brother James.
The brothers and Jessica lived together at 1009 Cornerstone Place, in North Las Vegas.
Curiously … James moved out of the house two weeks after Jessica Foster disappeared.
He says he knows nothing about what Peter did for a living, but some folks believe that he knows.
James is a school teacher in North Las Vegas, and one might think that lots of people around there are bothered by his close connection to what is possibly his brother’s suspicious, if not overtly criminal, behaviour. Rumor Mill News has taken a special interest in this case, which is unfortunately very similar to other cases of ‘girls gone missing.’ We wish most fervently that we had the cash and the brainpower to tackle all of the cases that are like this one, and we’ve heard a lot about many of them from our valued readers. We wish we had our own detective agency and a private air force to shuttle our investigators around, to help find and return the many, many young women who’ve gone missing in these past few years, since Chandra Levy, and since Natalee Holloway …. But we don’t ….

Thank you all for your help keeping Jessie's name and case in the news and in the public's eye. Without Jessie's case staying high profile, we risk the chance of never finding her. Right now, there is still a chance. Human trafficking is such a horrific crime, but more and more you hear about cases in news where trafficking rings are being broken up and the victims are being rescued. Why would it be so far-fetched to think that one day this will happen for Jessie? I have never given up hope in 4 years. I feel Jessie is alive with my whole heart - with my heartstrings, and I have been told by other parents of missing children that you know, in your heart of hearts, if your child is dead. I don't feel that at all, therefore there is no reason for me to give up.
On Mar. 24th, 2010 Kamloops is learning about the Crime Stoppers program I am helping to develop to educate high school students about Human Trafficking.
On Mar. 29th, 2010 Jessie will be missing for 4 very long years. Time has not healed my pain, but it has given me the tools I need to live with a missing daughter.
On Apr. 15th, 2010 Jessie and I will be honoured by having our names on an award to be given to women and men who work non-stop to help human trafficking victims.
On May 09th, 2010 I will be trying to celebrate my 5th Mother's Day with a missing child, it is never easy, but thank God I have 3 other daughters and 3 grandchildren to enjoy the day with.

Forensic artist 90% sure it's her; missing woman's mom awaits DNA test
The mother of a missing Kamloops woman is clinging to hope offered by a DNA test, despite a forensic artist's opinion that her daughter's facial features match the reconstructed image of an unidentified woman found dead in Texas.
"My heart doesn't accept she's dead," said Glendene Grant, 50, from her Kamloops home yesterday. "Moms might not know everything, but if your child is not alive your heart would know."
Her daughter, 23-year old Jessie Foster, disappeared in March 2006, four months after moving to Las Vegas. Grant found out later that Jessie has been working as a prostitute for an escort service.

The DNA test was requested by the North Las Vegas Police Department after Grant alerted them to the unsolved Texan case, which aired on America's Most Wanted on Jan. 12.
The remains of the Jane Doe, found in Kilgore, Tex. on Oct. 29, 2006, couldn't be identified because the body was severely burned. But forensic experts reconstructed her face and aired it on the crime-solving television show.
The mouth-swab DNA test kit from the Center for Human Identification at the University of North Texas should come in the mail any day now, said Grant.
"I need to have proof, and I guess the DNA will prove it one way or the other," she said.
Her ex-husband and Foster's dad, Dwight Foster, who lives in Calgary, will also provide a DNA sample.
Todd Matthews, director of U.S.-based Project EDAN, which provides facial reconstructions of unidentified victims for police, said there is a strong likeness between Foster and the reconstructed image.
"I do feel she looks like Jessie," he said. "There are similarities in the bone structure and how the cheekbones line up."
His opinion is supported by a Florida-based certified forensic artist who volunteers for EDAN.
The artist did a side-by-side comparison of the two photos and analyzed features including the hairline, the angle of her jaw, and the width of mouth and nostrils and concluded there is a 90-per-cent chance the charred remains of the Texas Jane Doe is Foster.
"It's not definitive but there is a very good probability," said Matthews.
Grant admits she may have "mental blocks" when it comes to comparing the photos, but said she sees more differences than similarities.
"This girl has really beautiful straight teeth just like Jessie," she said.
But Foster, at five foot six, is at least two inches taller than the other girl, said Grant.
The Jane Doe also has a rounder face, with wider cheek bones and more Hispanic features, she added.
Grant believes her daughter is caught up in a human trafficking ring. She has created the website www.jessiefoster.ca and spends hours every day trying to track down leads. A $50,000 reward is being offered for information about Foster's whereabouts.
"I believe she's alive," said the hopeful mom. "That's why I'm relying on having the DNA prove it one way or the other."

Jessie's dad, Dwight Foster her stepmom Tracy live in Calgary, AB. Jessie's 2 stepsisters, Jodie and Alisha have both gotten married and had more kids since Jessie has been missing.
Our families are growing and the place that Jessie belongs in seems even bigger.

Well, it is happening for sure. After trying to raise enough money for the flight and room to go to Toronto this week for the 1st Annual Walk-With-Me 'Glendene and Jessie Award' Ceremony, by myself did not work in time (we have a fundraiser planned at The Comedy Factory in Edmonton on April 24th, but the ceremony is April 15th), I turned to Hayley Cooper from Radio NL.
Hayley has interviewed me several times and she was so supportive about me going to the ceremony PLUS she set it up for Timea Nagy from Walk-With-Me to be interviewed by NL regarding her being a human trafficking survivor; her organization she founded; and the 1st Annual 'Glendene and Jessie Award' Ceremony to honour those who work tirelessly bringing awareness to the crime of human trafficking, and helping the victims . . . the survivors of this horrific crime - Police Officers, Social Workers and Media.
Now Hayley has helped me get WestJet flight tickets at a good price; 2 nights at the Sandman Signature Hotel near the Toronto Airport; and a dinner gift certificate from Moxies Restaurant in the hotel. I do not know if this would be happening if not for her. We worked very hard in the past few days - and now it is a reality.
