The 'binary choice' in this context I think means choosing one thing or the other (no in-betweens), ie either 0 or 1 (or in this case press barons or 'victims').
What they seem to have ended up with though is a fudgy compromise where everyone can claim a bit of credit - not binary at all!
Poor old Gezza - he does love his buzzwords - little realising that all that management-speak makes him sound a right prat!

Unless the McCann influence extends across party lines, Mr Cameron, if push came to shove, could see to it that Labour remained in opposition for a very long time to come, simply by allowing the McCann-New Labour relationship to mature publicly, like a piece of Stilton, then revealing it as the source of the stench by eventually deciding on the most advantageous outcome (to himself) of the Scotland Yard review. Although 'spattered' in the process, he could be the last man standing.

How would the Hacked Off Campaign possibly expect to represent itself as standing for honesty, transparency and high ethical standards with Mccann on board. This is what they need to understand, the Hacked Off Campaign will not be taken seriously having someone who has shown in his own statements and interviews that they are riddled with discrepancies and inaccuracies, taken with the fact that when they appealed for money they said it was to find Madeleine but the accounts show most of the money not spend on looking for Madeleine, it was said the Fund would not be used for legal fees, and it appears it has been, so none of the behaviour we have seen from Mr. Mccann would appear to equate with honesty, transparency and high ethical standards, that is not an opinion, that is a fact which has been shown by words from his own mouth and that of his Team.

I don't think it can mean "binding" How can a definition of the "Dowler test" (whatever that is) be binding. The Dowler situation was an appalling abuse but hardly sufficiently broad to form the basis of any regulation. If the test is legality again it is meaningless unless it means anything not already caught becomes illegal if it fails the test (whatever the test is). Let's face it it is gobbledegook intended to sound meaningful and invoke the emotion of Dowler but actually remains gobbledegook.

At the beginning of proceedings, Hugh Tomlinson QC told the High Court that there had been "substantial developments" since the previous case management hearing.
He said a number of further arrests had been made "in what the Metropolitan Police Service have characterised in their public statement as a new conspiracy to intercept voice mail messages".

During the proceedings Labour MP Siobhain McDonagh accepted "very substantial" damages and a public apology over phone hacking.
In October 2010 her private mobile telephone was stolen from her car in south west London.
David Sherborne, representing the MP for Mitcham and Morden, told Mr Justice Vos that in June last year police notified her they had "obtained evidence that The Sun newspaper had accessed her text messages from about October 2010 and therefore appeared to have accessed and/or acquired her mobile phone".
A QC told the court on behalf of the newspaper that it was accepted that her mobile phone "should not have been accessed and used and furthermore accept that there has been a serious misuse of her private information".
Mr Sherborne said the defendants, the publishers and/or owners of The Sun, had agreed to pay Ms McDonagh "very substantial damages" and her legal costs.
Dinah Rose QC, for the defendants, told the judge: "Through me they offer their unreserved apology to the claimant for what has happened.
"Furthermore they have undertaken to the court not to use any information so obtained nor to access or attempt to access by unlawful means the claimant's private information."
Mr Sherborne said that "in these circumstances the claimant has obtained significant protection and vindication of her privacy rights and she is therefore content not to pursue this matter any further".

Interesting they are trying to censor the Press when investigations being made into Elm House, Watson's mention of paedo ring House of Commons, more and more of the public calling for investigations into elite paedos, North Wales abuse, Jersey abuse etc., a lot of people are running scared, trying to close things down before more and more gets revealed.

The group threatened to publish a statement in which victims of phone hacking led by the Dowlers would condemn Ed Miliband, Harriet Harman and Nick Clegg in the strongest terms for agreeing to a ‘dirty deal’.
Concerns about Hacked Off’s motives were heightened yesterday after a secret dossier drawn up by the group was leaked to the Mail on Sunday.
In it there is a discussion of how the Dowlers can be used to pressurise the Prime Minister. It concludes: ‘It is in their name that we act.’
Given the events of the past few days, some might argue that Hacked Off should remind itself of that final phrase.

I will add that I have my suspicions about which person associated with the "Hacked Off," group might suggest something that amounted to blackmailing politicians.

However, Investigative Journalism is quite different when it exposes wrongdoing and should be encouraged . I really don't know why a charter could not have been drawn up dealing with the two . components.

If the McCanns had the power some people believe they have over the press, I don't think that they would be so desperate for the Leveson proposals to be implemented. IMO, the couple are treading dangerous ground in their campaign for press regulation because they are probably pissing off a lot of newspaper editors, etc. who helped them in the beginning to whiten their reputations as dubious parents and to amass their fortune in the fund.

I agree with you up to the words "operative word." After that not so much. Believe me austerity is doubly evil, first it destroys peoples' lives and secondly it simply does not work. We're living proof of that in Portugal and it is also true in Greece, Spain, Ireland, Italy....

The problem is Carolina by printing money aka "quantitive easing " all it does is store up debt for future generations . Portugal is a prime example, young Graduates have left in droves to find work in other Countries, Angola, a former Portugese colony is very popular. It has been said that Portugal will have more old people than young.
In Britain, because the War against Germany left the Country broke "credit" was started in 1950 to boost the economy and the population has not grown out of the habit of buying things they can't really afford we have debt problems . You only have to look at the way mobile phones for example have morphed into all kinds of functions costing hundreds of £'s when a £30 one would do just as well.
Where it will all end is anybody's guess but all I can say is I am glad I am not growing up today

Sorry Panda, but I don't intend to discuss the economic crisis on this thread except to say that it is not the fault of people buying things on credit but the fault of speculation by the banksters and accumulation of capital and wealth in the hands of a very few.
Back to the McCanns and the regulation of the press, it should be pointed out that victims of a crime or rather "victims" in their case should never participate in the respective legislation. There must be distance in justice and that is why we have judges deciding cases and not the victims otherwise it becomes vengeance, like the sharia and blood money.
Never thought that I would say it but I admire the Mail, Sun and Telegraph for refusing to agree to this press regulation and it might just make them less friendly towards the McCanns.
