I'd prefer to say it's the anniversary of her birth as I do with my mother and partner on 9th August and 14th December.

Thinking of what she might be doing and achieving now had things turned out differently.

I agree that it may be the anniversary of her birth but she is not ten due to the negligence of her parents.
As She never got to reach ten i find the '10 birthday balloons' really distasteful, and goes to perpetuate the myth propagated by the mccanns.
