The article states: "He (Stephen Birch) guarantees to have found trace of Madeleine McCann but the supposed discovery has never been validated by the PJ or SY." Birch is also quoted as saying, "There is a cover-up of the truth on the part of both governments."

Not so much a cover up by the Portuguese government but certainly one by the British government.
