Tannerman has caused problems for that solution, IMO. The only two people seen that night carrying a child, blond, three, in pyjamas, did not know the world was looking for them for 7 years ? Suddenly Andy rides into town and both are found. Surely that is one step too far.
It's more likely the will say the dopey Irish man forgot to mention it.

I'm quite sure that if Tannerman can emerge after 7 years, then Smithman can a make a similar miraculous appearance.

Not only was Smithman not a black man, but Tannerman was also not described as a black man, and I don't think a single person claimed to have seen a black man anywhere near the holiday resort that night. It would have been much easier to frame up Hewlett. Even though he was 20-30 years older than both Smithman and Tannerman, at least he was the correct race.

Any copper planting incriminating evidence on someone else or in order to blame someone else just to solve a case would not only be unprofessional, but criminal as well. Perverting the course of justice being just one of the charges he/she would face if found out, plus perjury if it results in a court case. And what police officers of all ranks know is this: That there are very many good and honest police officers of all ranks who are closely watching what others do, including their own colleagues. There is such a thing as whistleblowers, anonymous leaked information etc so it would be absolutely stupid and ridiculous for a police officer of a high rank indeed near to his retirement age to even contemplate going down this route just to have the glory of saying he has solved a case because believe me there is always someone ready to spill the beans on a high ranking officer. Andy Redwood may be many things but he has had a long service and cannot be judged just on the one or two cases we know he has worked in the past because he has worked hundreds of cases in his long career.
Its a bit like judging a football team two games into the season. Its where they finish at the end of the season that matters and, lets be blunt about it, you are not going to solve every case you work on, or you are going to be genuinely convinced you have got the right man only to find out the court does not agree with you. Live with it, it happens.
