Libyan Rebels Set Cease-Fire Conditions

In the main rebel-held city of Benghazi, opposition leader and former justice minister Mustafa Abdul-Jalil told reporters that the rebels would be willing to accept a cease-fire under the right circumstances.
He says that the rebels will accept a cease-fire under specific conditions, including granting complete freedom to Libyans in the west of the country to determine their own fate.
"Rebels also want the withdrawal of the mercenaries from streets and snipers from rooftops along with an end to pro-government forces laying siege to the western cities," he said.
Abdul-Jalil stressed that the goal of the rebels was to liberate the country from the rule of Gadhafi, while preserving the unity and maintaining Tripoli as the capital.
He went on to say that the rebel provisional council had contacted the International Red Cross to negotiate a prisoner swap with Gadhafi loyalists.
Abudul-Jalil also complained that Gadhafi forces had kidnapped citizens in the towns of Zawara and Zawiya and elsewhere.
Rebel fighters fired rockets from positions along the coastal highway outside the town of Brega Friday, as Gadhafi loyalists operated inside the town. Large groups of rebel fighters also pulled back to the nearby town of Ajdabiya, overlooking strategic highways to the rebel-held cities of Benghazi and Tobruk.
In western Libya, witnesses inside the besieged city of Misrata reported that government tanks had entered the city, firing randomly as troops attacked and looted homes and businesses.
Despite the fighting, cease-fire negotiations were reported to be taking place in London. According to the British daily The Guardian, Mohammed Ismail, a close aide to Saif al-Islam Gadhafi, son of the Libyan leader, reportedly met with British officials to discuss a political settlement.

Al Jazeera's Hoda Abdel-Hamid has been on the road with Libya's opposition today, and filed this report from the western gate of Ajdabiya, where opposition fighters have prevented journalists from venturing any further.

Ibrahim Dabbashi, the former Libyan deputy ambassador to the UN who stepped down to join the opposition, has just been speaking with Al Jazeera.
Certainly to defeat the Gaddafi forces there are many conditions but one of them is the well organised leadership of the forces of the opposition. Without good military commanders ... certainly there will be no success. But this is one of the first conditions.
"Arming the opposition is very important and I think it is within the context of the [UN SC] resolution 1973 which indicates that all necessary measures should be taken to protect the civilians on the ground ... there is no alternative but to arm the opposition forces because, well, there should be also aerial attacks on the moving forces of Gaddafi that are aiming at citizens but I think there should be some forces on the ground to protect the civilians."
Asked if arming the opposition would lead to an even more civil war-esque situation, Dabbashi said:
In Libya it is completely different, there is a consensus among the Libyan people that they don't accept Gaddafi anymore, once he steps down I think all these arms will be gathered by the concerned security and we saw it now, in the eastern part of Libya, as soon as the Gaddafi forces withdrew from the eastern part, all those who had arms went to the army and gave in their arms."
Dabbashi said the ceasefire is more for Gaddafi to observe, as the opposition was "only defending themselves".

It appears that the Libyan opposition's National Council has decided to form a unified military body under the command of Abdel Fattah Yunis, the former interior minister who resigned to join the opposition.

Al Jazeera's Anita McNaught in Tripoli reports that even though the opposition appears to have softened its stance in offering a ceasefire, there still appears to be an irreconcilable difference between the two sides: the future of Muammar Gaddafi. The opposition sees a future without him, and the government, simply put, does not.
McNaught also reported that according to foreign ministry officials, Colonel Gaddafi is "not uninterested" in reconciliation, and was prepared to work on a "dual track".

Musa Ibrahim, the government's spokesman, on rejecting the ceasefire conditions set by the opposition:

The Libyan government has rejected the opposition's conditions for a ceasefire, saying that government troops will not be leaving Libyan cities, Reuters reports.

Musa Ibrahim, the government spokesman in question, says "some mad and criminal prime ministers and presidents of Europe are leading a crusade against an Arab Muslim nation".
When using the term "crime against humanity", he was referring to the coalition airstrike on a pro-Gaddafi vehicle which resulted in the deaths of at least six civilians in a village near Ajdabiya.
"You cannot get more civilian that this [village]," he said.

Mission
On March 27, NATO decided to take control over all military operations for Libya under United Nations
Security Council Resolutions 1970 & 1973. The aim of Operation UNIFIED PROTECTOR is to protect
civilians and civilian-populated areas under attack or threat of attack.
The mission consists of three elements: an arms embargo, a no-fly-zone and actions to protect civilians from
attack or the threat of attack.
Over the past 24 hours, NATO has conducted the following activities associated with Operation UNIFIED
PROTECTOR:
Air Operations
Since the beginning of the NATO operation (31 March 2011, 08.00GMT) a total of 178 sorties have been
conducted.
Total strike sorties*: 74
*Strike sorties are intended to identify and engage appropriate targets, but do not necessarily deploy
munitions each time.
Arms Embargo activities
A total of 17 ships under NATO command are actively patrolling the Central Mediterranean.
2 Vessels have been hailed to determine destination and cargo. No boardings were required.
Command and Control
NATO’s operational commander for Operation Unified Protector is Lieutenant-General Charles Bouchard
of the Canadian Air Force. His office and staff is located at the Joint Force Command in Naples.

The Libyan government has warned that NATO-led airstrikes could cause a "human and environmental disaster" if they damage the country's "Great Man-Made River" (GMMR) water purification project.
The GMMR, built at a cost of $33 billion, extracts water from 500-800m deep under the Sahara desert, purifies it, and then transports it to the coastal cities of the north African country.
Abdelmajid Gahoud, project manager of the GMMR, told foreign journalists in the project's control centre that a "human and environmental disaster" would occur if the GMMR was hit.
"If one of the pipelines is hit, the others are affected as well, which could mean a humanitarian catastrophe," he said.

The Tunisian state news agency says that the Libyan deputy foreign minister, who Reuters names as Abdelati Obeidi, was in the country on a "private visit", the same term used to describe the visit by Moussa Koussa, the former foreign minister who resigned after leaving Libya.

A British delegation has arrived in Benghazi and will be meeting with the Libyan transition national council, according to Mustafa Gheirani, a spokesman, AFP reports.
The visit comes after an early British contact team, reportedly consisting of six soldiers from the elite Special Air Service (SAS) and two diplomats, was rounded by lightly armed rebels soon after they touched down near Benghazi by helicopter.

AFP reports that the Libyan deputy foreign minister who is in Tunisia is Abdelati Laabidi. He crossed into the country from the main Ras Ajdir border post, and was headed for Djerba, witnesses told AFP.
Laabidi is also the deputy minister for European Affairs, and was travelling in an official vehicle, with an escort.
