No doubt he was an innocent tourist and it is the PJs fault.

This is not a crime peculiar to Portugal, this kind of crime happens in virtually every town and city you can name. For example how many crimes similar to this are there in UK in a week? As for police not caring, well some years ago one of my work colleagues went into our local town to get fish and chips as they had moved house that day. Walking into the precinct at the side of McDonalds he was attacked, for no reason, by a group of youths who knocked him down, kicked him and then ran off. Not one person inside McDonalds came to help him, he recovered himself and walked to the police station, it was locked up. Eventually he managed to get someone to open the door and was horrified to find himself being questioned in a very aggressive manner. The police wanted to know what he was doing in town at that time of night, it was just after 10 p.m and he was a 37 year old married man with two children. He said they made him feel as if he was the criminal. Needless to say the youths were never caught.
