The Rui Roskoff character has a similar writing style to various other postings (under different names) on JM's blog. I can't say for certain, but I suspect it's the same person reinventing himself and creating little 'stories'.
It certainly reads like a passage from a cheap crime novel and all the extraneous detail presumably used to add authenticity has the opposite effect.
I don't know who is doing this or why - it might well be rather entertaining in a different context, but in a comment column about serious news articles it only serves to distract.
Someone on a little ego trip perhaps?
