When the Tory-led Coalition waged war on the benefits system, ministers vowed state aid would only go to those who needed it the most.
But bungling officials have paid £41million to jailed lags who are not even entitled to the cash hand-outs.
The costly blunder will infuriate hard-pressed families hit by cruel benefits cuts and public sector workers losing their jobs or struggling to make ends meet as the Government freezes pay.
For the past six years thousands of cons, thought to include murderers, rapists and violent thugs, have been wrongly paid Jobseeker’s Allowance, Income Support, sickness benefits and other state aid while behind bars.
But the hapless Department for Work and Pensions has managed to claw back just £19.7million of the cash – leaving a deficit of more than £21million. Labour MP Grahame Morris said: “This is just wrong. How can prisoners be overpaid £41million in benefits they are not entitled to? There must be an investigation into how this was allowed to happen and urgent steps taken to ensure there are checks in place so it doesn’t go on happening.
“Benefits should be there for people who need them.
“This money could have been used so much better, for example, to make good the shortage of midwives in the NHS or pay for 2,500 more nurses. It shouldn’t be given in overpayments to men and women in jail.”
Taxpayers’ Alliance chief executive Jonathan Isaby added: “Welfare is meant to go to the vulnerable and the poor, not prisoners serving a stretch.
“If the Government can’t stop those locked up from claiming benefits it hardly inspires confidence in its ability to prevent the system being abused on the outside.”
The benefits payments, covering six years since 2007, were disclosed following freedom of information requests.
In that first year prisoners were overpaid £8.8million in benefits. A further £8.7million was wrongly handed out in 2008-09, £7.7million a year later, £14million from 2010-2012 and £2million last year.
A DWP spokesperson said: “We now receive information on all people entering prison so we can make sure benefit claims are stopped quickly as the cell door closes - instead of the old system of relying on prisoners reporting their own benefits to us.
“We are now seeing prisoners’ debts dropping, but we are continuing our work to bring this down further.”
Some prisoners in certain circumstances are still entitled to Child Benefit and Housing Benefit.
Two out of three people believe the benefits system is unfit for purpose, a YouGov poll reveals today.

Successive Governments have been too soft for so long about awarding benefits that they need a sledgehammer to crack the whole scheme open.If I was in charge, these are a couple of decisions would make.
1. Stop giving Houses to young Mothers, they would soon learn to take the Pill !!! Open up Hostels where young Mothers can go out to work and qualified childminders would look after their offspring there. This was happening in the 60's and proved very successful.
2.Stop Child Benefit after 3 children , if Parents want more they will have to support them.
What would you do?
1. Stop giving Houses to young Mothers, they would soon learn to take the Pill !!! Open up Hostels where young Mothers can go out to work and qualified childminders would look after their offspring there. This was happening in the 60's and proved very successful.

If they were British and paid into the system I'd assess them. Interestingly, malena, I watched a programme on BBC2 in the early hours of this morning about immigration and immigrants have been credited with a lot of the prosperity Britain had in the 70's, most have been hardworking and a strawberry Farmer employs them every year to pick the strawberries He is worried that with the new regulations he will not have enough Labour, the English do not want to work on the Farm . Also, many Foreign Students who paid big money to study in Brtiain are now going to the U.S. and France to study, because they are aware of the antipathy towards Foreigners in Britain.
Obviously there are scroungers and Britain MUST close it's doors to immigrants who havn't got a job to come to but I have no faith in Theresa May being able to stem the tide.

I feel they juggle research findings to suit their own agenda, Panda. From experience I agree many if not most of the first migrants did work hard to integrate and contribute to our society, but like all other good happenings abuse and greed take over.
Our government and employers, (often times the same people) realised there was a vast low caste workforce in the commonwealth who were prepared to work for next to nothing and they flooded the market with these immigrants.
In Leicester, a city famed for its hosiery industry, immigrants became the predominant employees within years of their first arrival, to the extent that many of these companies sold out in the UK and relocated to the subcontinent where the workforce was even cheaper to employ.
As to the strawberry farm workers, is there any indication as to what the farmer pays these immigrants for what is after all an unskilled seasonal job. Our own unskilled labour force are unable to live on the wages paid to seasonal workers because they have to pay all government and council/community charges... itinerant migrants don't. These migrants have been recorded as living in shipping containers, cars and the back of vans, surely we are not sanctioning our own unemployed do the same.
Why not educate our own children to the same standard that these immigrants are coming here expect to achieve? The answer is money. Our universities have hiked up their prices so only the very rich and but a few Brits on scholarships can afford. We have little or no industry so we are selling our education system to the new super rich of the world at the expense of our own youth.
Yes there are scroungers and yes they should be stopped, but consecutive government administrations have sold out this countries wealth for personal gain and nothing short of a complete revolution in political policies will change the system we now have.
It is not all our indigenous people who are scroungers or idlers, but the vast majority our politicians are lying, greedy narcissists.

Did you read that Millfields is charging fees of 32 thousand pounds per annum but Parents are so obsessed with wanting their offspring to go there they are will to pay the price. I do think the standard of Education has dropped in our Schools and this needs to be addressed if school leavers want a job , bring back Apprenticeships seems a good idea. Tony Blair did offer 70 pounds a week to firms but not many took it up.

I saw Salmond on the news earlier. I personally don't trust him, he can't look the camera in the lens and gives the impression of lying, when for all we know he may be speaking the truth, but I doubt it.
He looks as shifty and almost as scruffy as our Leicester City Mayor Peter Soulsby, or ex PM Michael Foot. He doesn't even carry himself as if he were a statesman, more like the proprietor of a second hand car lot.

I think it's harder for a man to get a Job especially of they haven't got a trade.
My son has applied for 400 jobs, most giving minimum wage, most want 'non english' because 'non english' will accept BELOW minimum wage, and if you think that's not going on, it is, some off these jobs are even advertised on the job centre website and when you Inform this off this, they ignore you.
The job Center are itching to stop your money, I.e. If your a minute late or if you haven applied for enough jobs or even if you haven't gone for an inteview...my son has to go for an interview 35 miles away, the job centre didn't care about distance or even if didn't want that job (kitchen hand, washer up...6.31ph....25 hours per week and....2 hours travelling each way)...... Those hours would be spread over 7 days so he may have to go in for 7 days and do 3 hours one day..6 hours the next AND it was a hotel which means he could off worked up to 11-12pm one night and back at 8am the next day, the job Center weren't interested about his travelling difficulties, he HAD to go for that interview or else.....YET immigrants were coming in, signing on with there interpreters paid for by US, then walking out....no questions asked.
And didn't matter that after fares he ended up with £5 after all that in his pocket either.

I think the unemployed who WANT to work should be given the opportunity to learn a trade FOC as an apprentice so they have more chance of finding work once they are qualified.

MAYBE YOUR SON SHOULD DO WHAT ONE PERSON DID,PUT A WRITTEN SIGN,HOLD IT BY ROADSIDE WITH PHONE NUMBER ASKING FOR A JOB,ONE PERSON FEED UP WITH PERMITTED WORK RULES DID THAT,GOT A JOB.

IT APPEARS SOME BENEFIT CLAIMANTS CAN'T ORGANISE THEMSELVE,THINGS LIKE BEING ON TIME,SOME CLAIMANTS SPEND MONEY ON FAGS AND DRINK,THEN COMPLAIN THERE HASN'T GOT ENOUGH TO LIVE ON,SOME DON'T PRACTISE SELF-HELP.
THEY THEN WONDER WHY THERE ARE BEING SANCTIONED.
I think the DHSS Badboy never checked properly who was entitled to Benefits , there have been many cases of claimants working while supposedly unfit to work.

THERE WAS A BENEFITS STREET YESTERDAY FOCUSING ON UNIVERSAL CREDIT,SAYING THERE ARE MESSING UP ON THE 3,000 PEOPLE ON UNIVERSAL CREDIT.
