Thinking more about this - if he set fire to the bales himself with the intention of killing someone - it would be murder. If it was an accident and he threw say, a cigarette away, it would be involuntary manslaughter. If it was an Insurance scam, it would be murder and fraud. But this doesn't explain why he tried to help save the children.

Trying to save them was a sham, he could have had their little lives insured or he could have started it but didn't plan it to end the way it did. Just thinking aloud....
