Because they are not interested in one. They could have prevented the shelving of the case and refused.

You have to ask why? are they happy for Portuguese Police to be remembered for messing up this crime and to never stand up to Team McCann including Ms Duarte for leaving Portugual with this hanging over their heads for ever more.....

They don't want an investigation unless it is on their terms. One they can control.
