Chief Inspector Mark Payne said: "The death of this little girl in suspicious circumstances has led to an immediate and comprehensive investigation.
"Detectives, forensic experts and local officers are working together to establish how the girl died and who is responsible.
"We are working together with the local community, who have been shocked and distressed by this death."
Detectives were awaiting the results of toxicology tests after a post-mortem examination failed to determine the cause of death.
A spokeswoman said a "hazardous substance" was recovered from the address, adding: "Further toxicology and forensic tests are being carried out to see if the hazardous substance caused or contributed to the child's death."

And another small child is murdered. I sometimes think that children are a little like tissues to some people: use them and throw them away.

Arrest Over Toddler 'Acid' Death
A WOMAN has been arrested on suspicion of murder after a three-year-old girl was found dead after being "burnt by acid".
The toddler's body was discovered by cops at a terraced property on Saturday afternoon.
West Midlands Police said a woman in her 20s, believed to be the girl's mother, was arrested the same day and remains in custody.
A post-mortem has not been able to confirm the cause of death, but a neighbour said: "I was told by a PCSO on the sly that the body was burnt by acid."
Neighbours witnessed firefighters entering the property after the girl was found in the Erdington area of Birmingham around 5.30pm.
Terrible
Specially trained officers from West Midlands Fire Service were called in case substances at the house played a role in the death, officials said.
Just one solitary bunch of flowers lay outside the house yesterday with the simple message: "Rest in peace little angel."
Teacher Helen Gilfoyle, 42, lives a few doors away.
She said: "She was a lovely happy little girl with braids in her hair.
"Every now and again she would see my cat in the front garden and chase after him, but always in a very playful way.
"I used to see them going up the road most days and they seemed like a normal mother and daughter.
"We're very sad to hear something terrible has happened to such a lovely little thing. There were firemen in blue protective suits going in and out for about two days."
Shocked residents said the child's body was brought out of the house on Sunday evening, 24 hours after being discovered.
Another neighbour said: "You could tell it was a child and it's ever so sad."
A Home Office pathologist spent hours conducting a detailed post-mortem examination yesterday but the results were "unascertained". More toxicology and forensic tests are needed.
Neighbour David Crookes, 59, said: "I don't know what happened but even the police who were coming out of the house looked shocked.
"I used to see the girl and her mum coming past quite often. The little girl always seemed quite happy. As far as I know it was just the two of them."
The murder probe is being led by Det Chief Insp Tim Bacon.
A police spokesman said: "Police sealed off a house in Milverton Road, Erdington, after the body of a three-year-old girl was found inside.
"This is being treated as a murder inquiry. A woman in her 20s has been arrested in connection with the death and is currently helping police with their inquiries."
